The Senior-Level Grants Management Analyst is a full-time position supporting the Federal Highway Administration's Grants Management Support Services contract. The position requires extensive knowledge of federal grants administration, 2 CFR Part 200 (Uniform Guidance), financial analysis, compliance monitoring, risk assessment, recipient oversight, and technical assistance. The Senior Analyst works independently with minimal government oversight while coordinating closely with FHWA program officials and grants management staff to ensure compliance, accountability, and effective stewardship of federal funds. The Senior Analyst provides support during both the pre-award and post-award phases of federal financial assistance programs. During the pre-award phase, the analyst reviews grant applications and supporting documentation, evaluates applicant eligibility, conducts budget and cost analyses, performs recipient risk assessments, and ensures compliance with statutory, regulatory, and program requirements. The analyst reviews SF-424 forms, budget narratives, indirect cost documentation, and other award materials to support funding recommendations and award decisions. Following award issuance, the Senior Analyst is responsible for monitoring recipient performance and ensuring continued compliance with federal requirements. Duties include reviewing financial and programmatic reports, conducting desk reviews, assessing internal controls, tracking corrective actions, reviewing reimbursement requests, processing award modifications, evaluating no-cost extension requests, and supporting grant closeout activities. The analyst also assists in identifying compliance concerns, mitigating program risk, and recommending appropriate corrective actions when necessary. Key responsibilities include: • Conducting grant application reviews and eligibility determinations • Performing budget analysis and cost allowability reviews • Conducting recipient risk assessments and compliance reviews • Monitoring grant performance and financial reporting • Reviewing audit findings and corrective action plans • Processing grant amendments, modifications, and closeout actions • Providing technical assistance and regulatory guidance to recipients • Developing monitoring reports, management reports, and compliance documentation • Supporting audit readiness and internal control activities • Working within GrantSolutions, PRISM, FMIS, SharePoint, Google Workspace, and related grants management systems
