HIV/STD Program Manager Galveston County Health District is seeking a passionate and experienced HIV/STD Program Manager to lead vital public health initiatives across Galveston, Brazoria, and Chambers Counties. What You'll Do: Program Leadership & Oversight • Manage all components of the HIV/STD Program including Surveillance, HERR, PCPE, and STD Control • Prepare and manage grant proposals, reports, and budgets • Establish program goals, priorities, schedules, and evaluation standards • Develop and maintain secure data systems for reporting and compliance • Oversee case management, ensuring timely follow-ups and appropriate closures • Monitor key metrics such as testing rates, linkage to care, and partner services • Evaluate and improve program performance in collaboration with medical leadership Supervisory & Strategic Leadership • Supervise program staff and oversee daily operations in line with agency policies • Conduct hiring interviews, performance appraisals, and staff development • Coordinate training and ensure cross-training across program areas • Foster a team culture of excellent customer service and public health ethics • Lead recruitment and retention strategies to build a high-performing team Quality Assurance & Compliance • Conduct regular case file audits for accuracy and confidentiality compliance • Participate in quality improvement activities, grant reporting, and audits • Collaborate with the Local Health Authority to identify barriers and develop solutions • Ensure compliance with all internal and external protocols Community Engagement & Communication • Build and maintain relationships with community partners, stakeholders, and DSHS • Represent the program in meetings, forums, and health outreach initiatives • Support efforts to design and implement special outreach programs as needed What We're Looking For: • Bachelor's or Associate's degree from an accredited institution required (or equivalent relevant experience) • 1+ years in a supervisory or team lead role preferred • Strong knowledge of HIV/AIDS and sexually transmitted diseases • Bilingual in Spanish highly preferred • Ability to communicate effectively across diverse populations and maintain strict confidentiality • Must obtain the following within set timeframes after hire: • * HIV Counseling/Testing • Partner Notification Training • HIV Protocol-Based Counseling (PBC) • Venipuncture training • DIS First Line Supervisor training • CPR Certification (within 3 months) • Must be able to travel as needed without reliance on agency vehicles • Valid Texas Driver's License required • Excellent written and verbal communication skills • Strong computer skills, including Microsoft Office Suite • Willing to work evenings and weekends if necessary • Must meet GCHD immunization and ICS training requirements • Must pass a criminal background check and drug/alcohol screening Equivalent education and experience will be considered.
