The Role We are seeking a highly experienced Network Implementation Program Manager to provide strategic leadership and end‑to‑end oversight of large‑scale, complex telecommunications deployment programs. This senior-level role is responsible for driving execution excellence, ensuring delivery quality, and influencing cross‑functional alignment across engineering, construction, operations, vendors, and external partners. The ideal candidate is a strategic thinker with deep technical implementation expertise, exceptional cross-functional leadership skills, and the ability to anticipate risks, resolve issues, and drive continuous improvement across all phases of network deployment. The Main Responsibilities Strategic Project & Program Leadership: • Lead and oversee major deployment programs, ensuring accurate milestone tracking, reporting, and alignment to organizational goals. • Manage multiple complex programs concurrently with a strong focus on 0–180‑day forecasting, capacity planning, and delivery readiness. • Serve as the lead for the Construction NIPM and Project Coordinator Team, providing guidance, workflow alignment, and escalation support across day‑to‑day operations. • Support team members through OTJ training, including print reading, civil permit interpretation, and process/procedure clarification. • Serve as the daily point of contact for the LE contractor, addressing field questions, technical clarifications, and operational concerns to ensure smooth execution. • Drive program closeouts, ensuring quality validation, documentation completeness, and operational readiness. Risk Mitigation, Issue Resolution & Escalation: • Proactively identify program‑level risks and systemic gaps across engineering, construction, supply chain, and vendor operations. • Develop and execute mitigation strategies, assign action ownership, and ensure timely follow-through. • Provide leadership‑ready escalations supported by analytics, data insights, and impact assessments. Quality Assurance & Technical Oversight: • Ensure all deliverables meet engineering, construction, and operational quality standards. • Monitor program quality metrics, vendor performance, SLA compliance, and operational readiness. • Validate the accuracy and completeness of data and deliverables from vendors and internal/external partners. Advanced Reporting, Forecasting & Analytics: • Maintain accurate, real‑time program data across systems and dashboards, ensuring reporting accuracy and integrity. • Deliver strategic forecasting for resources, timelines, risks, and performance across a 0–180‑day horizon. • Produce executive‑level reports, scorecards, and insights that support strategic decision-making. Process Optimization & Operational Excellence: • Identify systemic process gaps and drive high‑impact improvements across engineering, construction, deployment, and operations. • Influence cross-functional teams to enhance workflows, handoffs, SLAs, and data quality standards. • Champion continuous learning and standardization of engineering, construction, and deployment methodologies and tools. Qualifications • 7+ years of experience in telecommunications, network deployment, or large‑scale technical program management. • Bachelor’s Degree required; Master’s Degree preferred. • Deep understanding of wireless/wireline engineering, network design, construction, and activation lifecycles. • Demonstrated success leading complex deployment programs in fast‑paced, cross‑functional environments. • Expertise in milestone management, forecasting, vendor oversight, quality control, and operational reporting. • Excellent leadership, communication, analytical, and organizational skills. • Ability to synthesize complex information and influence stakeholders at all levels. • Proficiency with project/program management tools, dashboards, and data systems. Preferred Skills • Experience with large carriers, fiber deployment programs, wireless networks, or infrastructure service providers. • Strong understanding of engineering SLAs, construction processes, utility coordination, and activation workflows. • Advanced proficiency with Excel/Sheets, visualization tools, and project tracking systems. • Extensive vendor management experience, including contract oversight, performance governance, and relationship management. Compensation This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
