Education & Corresponding Experience (required on matrix) • Bachelor's degree in adult education or training, instructional design & technology or Engineering is preferred. • 10 years of directly related technical experience is required Required Technical Skills & Experience (required on matrix) • 2 years of experience in training, learning and development including: • 2 years of presentation experience and/or mentoring to include making effective presentations reflecting diverse audience's understanding of the topics at hand. • 5 years of experience with grounding, rigging, and following electrical safety rules and procedures. Preferred Skills & Experience (optional on matrix) • Knowledgeable of and able to provide instruction on the following tasks as related to a high voltage transmission system: • Construction and maintenance (including hot line maintenance) on either wood pole or steel tower lines including excavations and footings, framing, and erecting towers and poles, hanging insulators and hardware, and stringing, sagging, and clipping conductor. • Replace or repair damaged steel towers, wood poles, cross arms, and conductors; relocate towers and poles; inspect and treat wood poles; and replace insulators. • Transmission line right-of-way maintenance work such as brush and weed control, cutting or topping danger trees, and seeding cover crops for erosion control. • Repair access roads and install or repair bridges, culverts, fences, and gates. • Maintenance of microwave towers, antennas, and airway lighting installations; maintenance tasks in substations, involving overhead line work and other tasks that require the use of line maintenance equipment. • Patrol and inspection of transmission lines and related structures. • Familiarity with switching/clearance and tagging procedures associated with a high voltage transmission system. • Safe rigging practices as related to all the above listed activities. • Possess knowledge and/or experience equivalent to a Lineman on a power system that includes: • Knowledge of electrical equipment related to line work. • Knowledge of technical electrical theory. • Knowledge of installation, maintenance, overhaul, and repair of power line structures and equipment. • Knowledge to work from blueprints, schematics, and diagrams. • Knowledge of the use of hand tools and how to operate line maintenance equipment, including hot line tools and chainsaws. • Knowledge of how to locate line faults and troubleshoot. • Knowledge of safety requirements for working on a transmission line. dditional Requirements (not required on matrix) - Valid U.S. Driver's License is required. - First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification. - Energized Facility Permit is required within one year of assignment start. Type: Electrical Worker Permit (EWP) PPE Requirements - White Hard Hat - Eye Protection - Hand protection (gloves) - Hearing Protection - Footwear: ASTM F 2413-11 with an EH Rating or STM F2413-18 with an I/C/EH Rating . Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements. - Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility. User Type: Rare Estimated Usage: 4 days per year - dditional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices. Hazards & Risks - Position requires frequent walking, bending, and stooping. - Position requires the ability to lift and carry 40 pounds. - Position requires frequent walking on uneven terrain. - Position requires working knowledge and safe use of basic hand tools such as a drill, hammer, and saw.
