First Division Consulting is looking for a Medical Equipment Program Analyst to provide ongoing program planning, analysis, and administrative support to Naval Sea Systems Command (NAVSEA) PMS 408 Expeditionary Medical Program. The selected candidate will be responsible for supporting medical system equipment validation, modernization planning, and risk analysis processes for program execution of Navy Medical Capabilities. Position Tasking may include: Support the Navy Modernization Process conducting planning and strategy development and coordination of upgrading expeditionary medical systems and equipment to support procurement and delivery of medical capabilities to the Fleet. Develop and brief medical equipment maintenance and modernization documents and strategies. As Medical Equipment Program Analyst, you will serve as a Subject Matter Expert (SME) for assigned medical systems and work in concert with Program Office, TYCOM, Maintenance Teams, In Service Engineering Activities, Ship Program Managers, Participating Acquisition Resource Managers, and Installation Teams to facilitate modernization planning and installation execution. Will apply logistics management, principles, practices, and processes to all tasking during the development of engineering Integrated Logistics Support (ILS) plans and documentation used in support of Navy Modernization Process Management and Operation for upgrading Navy Expeditionary Medical Systems. Support Configuration management of assigned systems, Provisioning Parts Lists (PPLs), Provisioning Technical Documentation (PTD), and Supplemental Provisioning Technical Documentation (SPTD) for submission into managed databases. Conduct Risk Management functions such as risk assessment and risk mitigation analysis and maintain risk registries in support of Navy project lines of effort. Support the customer to define, plan, and track risks associated with the fixing of government-responsible items which were believed to have been completed to standards and/or operable at point of delivery. Participate in the development, maintenance and logistics planning for medical system outfitting onboard assigned Fast Transport Ships. Interface with stakeholders, contract, subcontract, Project Managers, and external customers. Provide input to and/or review planning documents such as Technical Data Plans, Operational Requirements, Advance Procurement Plans, etc., applicable to the system or equipment being used onboard Navy platforms. Participate in system requirements and design reviews, configuration management board reviews, engineering analysis tests, inspections, and demonstrations, provisioning and training plan conferences as required. Support preparation of formal Program Management briefings and status reports using Microsoft applications. Participate in working groups, integrated product teams, test events, test reviews, and product demonstrations. Other duties and responsibilities may be assigned or required as business needs dictate. In addition to the requirements and skills, we seek candidates who can work independently or in a small team setting that can use problem-solving skills and adapt quickly to changing priorities. Must have effective communication and organizational abilities that are essential for collaborating with diverse teams and stakeholders. Must be willing to support leadership in mentoring non-engineers and lead technical reviews as necessary. This role offers a hybrid work schedule, allowing for a combination of remote and on-site work to provide flexibility while ensuring the mission's success. Active Secret clearance is required. Bachelor’s Degree and 4+ years relevant experience in DoD/Navy Modernization Processes, System Integration, and Risk Management Framework processes. Associate degree and 8+ years relevant experience in DoD/Navy Modernization Processes, System Integration, and Risk Management Framework processes. Travel: local to within the Washington D.C. area. 10% required. May require travel to Williamsburg, VA; Little Creek, VA; or Mobile, AL. Knowledge and demonstrated skills in: Analytical and a self-motivated learner. Familiarity with Navy ships, Navy medicine and Class VIII materiel logistics or maintenance. Ability to communicate and coordinate effectively within military chain of command with excellent communication (oral and written) and organizational skills. Ability to collaborate/work well with others. Able to conduct database management (SharePoint, DMLSS/LogiCole, etc.). Microsoft Office Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint).
