About The Role: Fineview & Perry Hilltop Citizens Council (FPHCC) is seeking a Real Estate & Community Development Strategist to lead neighborhood-centered real estate initiatives that expand affordable housing, stimulate local economic development, and generate sustainable earned revenue for the organization. This role blends affordable housing development, strategic property acquisition and disposition, and community revitalization. The ideal candidate is both mission-driven and business-minded—someone who can identify, analyze, and execute real estate opportunities that strengthen Fineview and Perry Hilltop while building long-term organizational capacity. What You’ll Do Affordable Housing & Community Development Strategy • Develop and implement real estate strategies that increase affordable housing options while generating earned revenue for the organization. • Identify, evaluate, and recommend property acquisition opportunities aligned with community priorities and organizational goals. • Support housing stabilization, anti-displacement, and neighborhood revitalization efforts through thoughtful development planning. • Align real estate initiatives with broader economic development goals for the Fineview and Perry Hilltop neighborhoods. Property Acquisition, Renovation & Disposition • Lead buy–rehab–rent/sell strategies that balance affordability, quality, and financial sustainability. • Oversee renovation and construction projects from planning through completion, ensuring projects stay on time, within budget, and meet quality standards. • Manage relationships with contractors, architects, engineers, inspectors, and vendors. • Analyze project feasibility, including budgets, timelines, and mission-aligned return on investment. Revenue Generation & Financial Oversight • Track and manage real estate project budgets, expenses, and cash flow in coordination with leadership and accounting staff. • Contribute to earned-income strategies through property sales, rentals, and strategic partnerships. • Assist with underwriting projects and preparing financial summaries for leadership and board review. Funding, Grants & Incentives • Identify and support applications for HUD Choice, HOME, CDBG, PHFA, and other housing and economic development funding sources. • Support grant compliance, reporting, and documentation to ensure projects remain audit ready. • Work with leadership to blend public funding, private financing, and earned revenue into viable development models. Community & Stakeholder Engagement • Serve as a liaison among residents, community stakeholders, property managers, funders, contractors, and partner organizations. • Collaborate closely with property management partners to ensure high-quality, resident-centered housing outcomes. • Ensure development projects are community-informed and responsive to neighborhood needs and priorities. • Communicate project updates clearly and proactively, addressing challenges to maintain momentum. Regulatory & Compliance Management • Ensure compliance with local, state, and federal housing regulations, including Section 8 and affordable housing requirements. • Draft, review, and manage vendor and contractor contracts to ensure alignment with budgets, timelines, and compliance standards. Strategic & Organizational Support • Collaborate with the Executive Director on long-term real estate, land use, and neighborhood development planning. • Participate in team meetings and contribute to broader organizational strategy and program success. • Utilize tools such as QuickBooks, Google Workspace, Slack, Airtable, and project management platforms to track progress, budgets, and outcomes. • Education & Experience • Bachelor’s degree in Real Estate, Urban Planning, Community Development, Construction Management, or a related field — or equivalent professional experience. Skills & Strengths • Strong understanding of affordable housing systems, housing finance, and real estate development fundamentals. • Ability to evaluate and structure projects with both mission impact and financial sustainability in mind. • Excellent communication and relationship-building skills across residents, property managers, contractors, funders, and partners. • Strong project management and organizational skills, with the ability to manage multiple projects simultaneously. • Experience with budgeting, financial tracking, contracts, and grant reporting. • Proficiency with technology and project management tools; experience with QuickBooks is a plus. Personal Qualities • Deep commitment to community development, housing justice, and neighborhood revitalization. • Strategic, entrepreneurial thinker who sees real estate as a tool for long-term community impact. • Solutions-oriented, adaptable, and collaborative. • Strong sense of accountability, transparency, and respect for community voice. • 3–5+ years of experience in real estate development, affordable housing, property acquisition, construction oversight, or project management. • Experience working in community-based, nonprofit, or mission-driven real estate development is strongly preferred. • Part-Time: 25-30 hours per week • Compensation: $30/hour • Hybrid Schedule: • First 90 days (probationary period): Hybrid schedule with a consistent in-office presence to support onboarding, relationship-building, and project alignment • After 90 days: Increased flexibility with remote work, based on performance and organizational needs • Office Location: Fineview & Perry Hilltop area • Local travel required for site visits, property inspections, and stakeholder meetings • Flexible scheduling
