Knowledge Manager - Counter-Unmanned Aircraft Systems (C-UAS) Overview The C-UAS Knowledge Manager builds and leads the end-to-end knowledge ecosystem that enables the DHS Counter-UAS (C-UAS) program to learn fast, decide fast, and field safely. You will design the taxonomy, governance, and workflows that keep engineering artifacts, RMF/security evidence, T&E data products, deployment SOPs, lessons learned, and helpdesk playbooks organized, findable, and current. This role will integrate people, process, and platforms, ensuring every team-from engineering and test to deployment, ops, and leadership-has the right information at the right time. Locations: Annapolis, MD, Baltimore, MD, or DC Salary Range: $122,000 - $157,000 Responsibilities: • Develop and maintain the Knowledge Management Plan. • Establish content governance and define a single source of truth for authoritative documents. • Design information architecture-taxonomies, controlled vocabularies, metadata schemas, and tagging standards-that support rapid search/retrieval and cross functional reuse. • Stand up end to end content lifecycles for technical manuals, playbooks, and training aligned job aids. • Implement knowledge article templates and enforce quality criteria. • Build and maintain a structured Evidence Library to house verification/validation results, ATO/continuous monitoring evidence, configuration baselines, and acceptance artifacts. • Own the collaboration stack configuring spaces, permissions, and page layouts to align with security and usability. • Deploy enterprise search & knowledge graph features and implement content analytics dashboards. • Integrate KM with issue/ticketing systems to convert solved incidents into reusable, reviewed knowledge. • Facilitate AAR/Lessons Learned cycles across DT/OT, deployments, and live fly events; curate findings into actionable SOP improvements and training updates. • Implement document control, versioning, and retention schedules; ensure that sensitive content follows least privilege access and is properly labeled and watermarked. • Coordinate with Cyber/RMF and Quality to ensure evidence, waivers, checklists, and audits are traceable and audit ready. • Align knowledge assets with configuration management baselines so procedures match the released software/hardware versions in the field. • Deliver KM onboarding and just in time micro training for contributors, reviewers, and consumers; publish playbooks. • Build role based learning paths that link directly from training to authoritative knowledge articles and artifacts. • Run knowledge campaigns to sustain contribution quality and culture. Minimum Qualifications and Experience: • Must be a U.S citizen with an ACTIVE security clearance of at least the SECRET level. • Bachelor's degree in Information Science, Technical Communication, Systems Engineering, or related field. • 10+ years of KM/technical documentation experience, including 3+ years owning enterprise-level KM programs or portals for complex technical systems. • Demonstrated expertise designing taxonomies/metadata, content governance, and workflow automation for content at scale. • Hands-on experience with SharePoint, managed permissions, macros/web parts, templates, and space governance. • Strong track record enabling AAR/Lessons Learned programs and converting them into SOP/training updates and measurable performance improvements. • Exceptional writing and editing skills; ability to translate complex engineering and TTPs into clear, concise knowledge assets. • Proven ability to manage security and records constraints (permissions, redactions, retention) while preserving usability and speed. Base pay may vary depending on job-related knowledge, skills, location and experience.
