The Program Manager would be expected to report to the office on a quarterly basis, at minimum. What We’re Looking For: This position manages Energy Trust’s current Small Business program offering and leads planning for the next generation of comprehensive offerings for customers of Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas, and Avista. The Small Business Program Manager directs Program Management Contractor (PMC) and Program Development Contractor (PDC) contracts, budgets, and savings goals, including the development of Requests for Proposals, contract negotiations, and the solicitation and award of implementation services, while maintaining strong relationships with utilities, community-based organizations, and the broader small business and light industrial market. This individual reports to the Sr. Program Manager – Commercial Existing Buildings. This position is expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings. What You’ll Do: · Manage all aspects of Small Business offerings within the Commercial Existing Buildings program, including goal setting, budgeting, program development, and implementation of three primary tracks: Small Business Direct Install (SBDI), prescriptive offers, and custom approaches for unique projects and harder-to-serve businesses, including light industrial small businesses, with an annual budget of approximately $10-15 million. · Ensure that program design, strategy, marketing, and implementation activities are aligned with Energy Trust’s strategic plan and coordinated with utility partners (PGE, Pacific Power, NW Natural, Cascade Natural Gas, Avista), contractors, and community-based organizations serving small business customers. · Provide oversight of pilot and partnership implementation in collaboration with project manager. · Ensure that equity and community engagement are embedded in program design and implementation by collaborating or partnering with community-based organizations and stakeholders to expand program participation among small, rural, and priority population customers, reducing barriers and strengthening trust. ·Oversee program contracting process. This includes supporting the development of RFPs, scopes of work, soliciting bids, negotiating and finalizing contracts, and managing the budgets and execution of the contracts. ·Manage complex contracts, direct the work of contractors to achieve program goals and ensure terms and deliverables are met. · Coordinate and collaborate with Energy Trust internal support teams to ensure program effectiveness and continued innovation. · Write and present reports to advisory committees, board and other internal stakeholders. · Assist in program evaluations and reviews. · Work on multiple concurrent team-based initiatives. · As needed, serve on relevant public boards and committees, and coordinate delivery channels across market segments to align with regional efforts led by the Northwest Energy Efficiency Alliance (NEEA) and the Bonneville Power Administration (BPA). · Represent Energy Trust interests and regularly give persuasive presentations to external stakeholders at public events. · Perform other job-related duties as assigned. · Perform all functions of the job in a safe manner. SUPERVISORY RESPONSIBILITY This position will directly manage the work of external contractors. What You’ll Need: · Bachelor’s degree (engineering, science, economics, business, finance, architecture or environmental science preferred), or equivalent professional experience. · Five years of experience working with small businesses, non-profits, or public agencies, with energy efficiency experience preferred. · Experience managing program and project budgets ranging from $10 million to $15 million, including budget management to ensure funds are used effectively and deliverables are met. · Understanding of contract administration and risk mitigation · Experience in program design, delivery and all phases of implementation. · Two years’ experience in all phases of hiring and managing contractors, from internal approval of funding, writing scopes of work, soliciting bids, negotiating and finalizing contracts, to managing the execution of the contract. · Experience with small business energy efficiency programs, including direct install and prescriptive offerings, behavioral initiatives, and capital project approaches, as well as energy economics (e.g., levelized cost, measure life, cost-benefit analysis). · Delegation, financial analysis, prioritization and time management, multitasking and strong interpersonal skills. · Strong knowledge of Microsoft Office Suite software applications, including basic knowledge of SharePoint. · Strong analytical, writing, and communications skills. · Experience working on multiple team-based initiatives. · Strong contractor personnel management skills. · Understanding of utility regulatory environment and political context for Energy Trust’s work.
