Client: Utility Company Position: Oracle Customer Care & Billing Architect Job Type: Contract / Remote Location: Remote Rate: Competitive Role Synopsis: The Oracle Customer Care & Billing Architect will analyze, design, and develop functional requirements and application solutions for billing and financial systems. The role requires expertise in Oracle Customer Care and Billing (CC&B), Billing and Customer Service (BCS), and Customer-to-Meter (C2M) processes, functional design, SQL, and application frameworks, with a focus on delivering high-quality, scalable, and maintainable solutions. This position will work closely with business and technical stakeholders to implement enhancements, troubleshoot defects, and support operational stability, while mentoring junior analysts and providing subject matter expertise. Must-Have Requirements: • 15+ years of professional experience in analyzing, designing, and developing functional requirements and application design. • 13+ years of experience with Oracle CC&B, BCS, and C2M, billing and financial processes, Energy Service Provider Direct Access, and Community Choice Aggregation processes. • Strong knowledge of BCS/C2M application framework (Oracle Utilities Application Framework – OUAF) and data model. • Proficient in SQL, Scripting, and Groovy. • Ability to analyze and resolve operational and project defects, providing business and technical impact assessments. • Excellent verbal and written communication skills. Key Responsibilities: • Collaborate with business stakeholders to assess feasibility of system enhancements. • Proactively identify opportunities for process and system improvements. • Analyze, assemble, and document business requirements, functional requirements, and functional design. • Prepare preliminary and final design documents, including walkthroughs for approval/signoff. • Provide subject matter expertise to developers, testers, and business teams. • Perform feasibility analysis and recommend alternative solutions, prioritization strategies, and system enhancements. • Support stabilization of deployed code and troubleshoot operational issues. • Assist with ad hoc requests from business and technical teams. • Collaborate with cross-functional teams to ensure consistency, efficiency, and successful implementation of enhancements. Preferred Qualifications (Optional): • Working knowledge of relational databases and data querying. • Experience working independently within a team framework on complex projects. • Familiarity with Customer Metering Administration (CMA) processes. • Proficiency with Microsoft Office suite, including Word, Excel, PowerPoint, and Visio. Soft Skills: • Strong problem-solving and analytical thinking. • Excellent communication and collaboration skills. • Ability to work independently and manage multiple priorities. • Mentorship and leadership skills to guide junior analysts. • Adaptable, organized, and flexible in a fast-paced environment.
