Position Title: SeniorProgram Construction Manager Position Location: Location varies by assignment. Candidate should be located in the Midwest. 75-100% travel across the U.S. until assigned to an extended project. Must be located near a major US airport. Job Summary The Senior Program Construction Manager provides strategic leadership and executive-level oversight across multiple complex and concurrent construction programs within a client's capital portfolio. This role is accountable for performance, consistency, and technical excellence across numerous Construction Managers and program teams. The Senior Program Construction Manager aligns DLB's program delivery with client goals and organizational strategy, driving excellence in execution, risk management, financial control, and innovation. This individual acts as a senior client partner and trusted advisor, guiding decision-making and ensuring all program elements support business and operational success. The Senior Program Construction Manageris self-directed on day-to-day work and independently performs most responsibilities. Will lead teams and projects or tasks of complex scope and broader programs. Will coordinate activities of other personnel. Assists in the development of policies and procedures. The Senior Program Construction Manager will communicate and operate in line with organizational and client goals and values, as well as departmental objectives. Essential Functions Program Leadership & Oversight • Lead multiple, large-scale construction programs ensuring consistency in delivery, performance, and alignment with DLB and client objectives. • Establish standardized execution frameworks, reporting processes, and quality controls across project portfolios. • Evaluate and optimize labor utilization, resource allocation, and financial performance at the program level. • Provide executive oversight and technical direction for Construction Managers and program staff. Client Partnership & Strategic Communication • Serve as the senior client liaison for all program matters, building trust through transparency and proactive engagement. • Provide strategic counsel to clients on project delivery, risk management, and future program planning. • Represent DLB Associates in executive meetings, presentations, and program-level reviews. Quality, Safety & Risk Management • Uphold DLB's Construction Quality Management and HSE standards across all program sites. • Oversee risk identification and mitigation strategies to ensure program continuity and safety compliance. • Drive continuous improvement through root-cause analysis and corrective action integration. Process Development & Continuous Improvement • Develop and implement program-wide workflows, documentation standards, and data-driven tools. • Contribute to DLB's digital transformation and use of emerging technologies (AI, analytics) to enhance project performance. • Capture and institutionalize lessons learned to refine enterprise best practices. Team Development & Leadership • Mentor Senior Project and Construction Managers to develop leadership capabilities and technical excellence. • Foster a collaborative, performance-driven culture emphasizing accountability and continuous learning. • Support workforce planning and succession development to sustain DLB's growth. Business Development & Client Growth • Collaborate with the Associate Director (AD) / Program Manager (PgM) to identify and pursue business opportunities within existing and new client programs. • Develop proposal narratives, staffing plans, and client presentations demonstrating DLB's leadership in construction program management. • Provide insight into industry trends, client feedback, and strategic opportunities that inform DLB's market positioning. Technology, Digital Tools & AI-Enabled Efficiency • Identify opportunities and lead the strategic use of technology, digital platforms, and AI-enabled tools to enhance efficiency through workflow automation, reduced manual effort, and improved accuracy in forecasting, documentation, reporting, and quality processes. • Support adoption of emerging technologies - including advanced analytics, data visualization tools, and digital construction management platforms - to strengthen readiness, quality assurance, and project controls. • Collaborate with internal teams to ensure technology solutions align with DLB standards for data security, privacy, and operational integrity. • Promote a culture that embraces innovation, continuous improvement, and the strategic use of technology to optimize performance and scalability. Completion of Assigned Tasks and Deliverables on Time and on Budget Performs Other Related Duties as Assigned Position Requirements (ADVANCED level for all the following) • Strong knowledge of electrical, mechanical, and controls systems, as well as construction methods, materials, and processes used in mission-critical or hyperscale environments. • Advanced knowledge of industry trends, project management, and construction procedures, including MOP processes, safety standards (NFPA 70E, LOTO, OSHA), and risk management best practices. • Skilled in managing complex, multi-site construction programs integrating cost, quality, and schedule. • Skilled in coordinating interdisciplinary teams and aligning execution with strategic client and program goals. • Skilled in executive communication and stakeholder management, representing DLB and clients with professionalism when engaging with contractors, designers, and partners. • Skilled in leading program-level financial forecasting, budgeting, and resource optimization. • Proficiency in using MS Office Suite and construction management software (e.g., Procore) for documentation, scheduling, and performance tracking. • Ability to develop and execute strategic plans that align program delivery with business objectives while maintaining technical excellence. • Ability to represent DLB as a trusted advisor to senior clients and partners. • Ability to identify, assess, and mitigate enterprise-level risks through proactive planning and sound judgment. • Ability to inspire, mentor, and develop senior professionals across multiple disciplines to promote leadership growth and accountability. • Ability to implement and uphold organizational standards, policies, and procedures to ensure consistent project delivery. • Ability to leverage digital tools and emerging technologies, including AI, to enhance efficiency, reporting accuracy, and overall program performance. Travel Requirements • Must have a valid driver's license and the ability to rent vehicles. • 75-100% travel across the U.S. until assigned to an extended project (>6 months; typical assignments 9 months-4 years). • Ability to relocate within 1-3 months if required (when 100% travel isn't supported). • Effective May 7, 2025, and in accordance with U.S. federal regulations for domestic air travel, a valid REAL ID (or an acceptable alternative, such as a passport) is required for travel associated with this position. • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meetings for business development purposes, running errands on behalf of the business, attending industry conferences, etc. • Travel may involve transportation by car or plane depending on the destination and nature of the business needs. • Relocation assistance available CERTIFICATIONS & SAFETY • Ability to achieve NFPA 70E and/or OSHA training as required; strict adherence to HSE/LOTO policies. • PMP (Project Management Professional), CCM (Certified Construction Manager) preferred.
