Job Summary: Diné Development Corporation (DDC) is seeking an accomplished Technical Program Manager with deep experience in hybrid cloud strategy and execution to support a critical modernization initiative for U.S. Government customers. This role will provide strategic leadership across all phases of program execution— from architecture definition through operational deployment— with a focus on advancing hybrid cloud adoption, colocation, and secure multi-cloud integration. The successful candidate will partner with federal stakeholders, technical teams, and leadership to design and manage the migration from legacy datacenters to Equinix colocation environments and enable seamless integration with AWS GovCloud, Azure GovCloud, DISA, DHS, and mission partner networks The Technical Program Manager will serve as a key liaison, ensuring that complex technical requirements for hybrid cloud operations, secure interconnectivity, and data fabric deployment are translated into actionable program roadmaps. By applying best practices in cloud governance, automation, Zero Trust, and enterprise IT operations, this role will directly contribute to enhancing resilience, scalability, and efficiency across Homeland Security missions. Job Duties and Responsibilities: Provide program and project management leadership for hybrid cloud architecture definition, colocation datacenter stand-up, and migration of legacy systems Facilitate stakeholder engagement, executive communication, and technical coordination for hybrid-cloud and multi-environment deployments. Oversee program governance activities, including compliance documentation, schedule management, and performance reporting Lead risk management, change management, and continuous improvement across hybrid environments. Direct planning and validation of interconnectivity (Equinix Fabric), cloud failover, and bursting policies across AWS, Azure, and on-premises systems. Guide engineering teams in the deployment of data fabric platforms, GPU-enabled workloads, orchestration, and containerized hosting for multi-cloud mission applications. Mentor and develop delivery teams on best practices for automation, hybrid cloud adoption, and secure operations. Ensure adherence to federal requirements including Zero Trust, Section 508 accessibility, and DHS/DOD interconnectivity mandates Job Requirements (Education/Skills/Experience): 20+ years of technical program management, systems architecture, and enterprise IT leadership experience. Demonstrated success in leading federal IT modernization projects involving hybrid cloud adoption and migration to colocation facilities. Expertise in hybrid cloud environments, AWS GovCloud, Azure GovCloud, Equinix colocation, automation, and zero-trust integration. Strong track record of stakeholder engagement, executive-level reporting, and cross-functional team leadership in mission-critical settings. Prior experience supporting Department of Defense, Homeland Security, or other US Federal mission partners strongly preferred. Security + certification strongly desired Active Secret Security Clearance
