Job Summary: The Program Manager (PM) is responsible for overseeing all aspects of the program to ensure successful execution and alignment with mission objectives. This includes operational, technical, financial, regulatory, reporting, security, logistics, integration, and customer engagement activities. The PM will coordinate closely with the Government PM to ensure program goals are met, Joint operational training commitments are fully addressed, and implemented solutions align with established objectives. The PM will also lead program reviews, manage risks, ensure compliance with DoD standards and directives. *This position is contingent upon contract award* Job Duties and Responsibilities: Manage all aspects of the program lifecycle, including planning, execution, monitoring, and closure, while ensuring alignment with Government objectives. Coordinate operational sustainment and modernization efforts for C2SET systems, including software, models, algorithms, and interfaces. Provide guidance to technical teams, ensuring adherence to Agile methodologies and DevSecOps practices for software development and sustainment. Oversee program budgets, cost control, and resource allocation to ensure financial efficiency and compliance. Ensure adherence to DoD Risk Management Framework (RMF) processes, cybersecurity directives, and other applicable regulations. Act as the primary interface between the Government PM, technical teams, subcontractors, and other stakeholders, ensuring effective communication and collaboration. Identify, assess, and mitigate program risks, providing resolution plans and tracking progress to ensure timely completion. Prepare and deliver program status reports, metrics, and deliverables as prescribed in the Contract Data Requirements List (CDRL). Coordinate user training, fielding, and operational support activities, including occasional CONUS and OCONUS travel. Lead discussions with customers to address program requirements, priorities, and feedback, ensuring high-quality service delivery. Other duties as assigned. Job Requirements (Education/Skills/Experience): Must have an active Secret clearance. At least 10 years of relevant experience, including a minimum of 5 years as a product or program manager of software development teams. Proven experience in C5ISR Modeling & Simulation (M&S) and software development. Familiarity with Joint operational training commitments and software sustainment. Education: Bachelor’s Degree in a Science, Technology, Engineering, or Mathematics (STEM) field. Certifications: Security+ CE or Linux+ credentials (preferred but not mandatory). Skills: Strong leadership and organizational skills to manage complex programs involving multiple stakeholders. Proficiency in managing operational, technical, and financial aspects of a program. Expertise in Agile methodologies and tools, including sprint planning and backlog management. Excellent communication and coordination skills to interface with Government PMs, technical teams, and other stakeholders. Familiarity with DoD RMF processes, cybersecurity requirements, and DevSecOps practices. Ability to manage international travel and support operational training exercises.
