Lead and execute capture and proposal strategies for large federal facilities management contracts, manage client relationships, and coordinate internal and external teams to win business.
10+ years in operations or business development with 5+ years in facilities management sector, federal contracting capture experience, strong communication, pricing strategy, and leadership skills.
Description: • Develop and execute overall proposal and capture strategy for approved pursuit efforts within the Facilities Management sector. • Orchestrate all aspects of the bid strategy including cost/price strategy and position to win. • Provide oversight of the development of all proposals and foster a culture of winning. • Support transition from opportunity identification into capture and manage capture efforts to successful contract bids and wins. • Maintain relationships with existing clients and partners and communicate the organization's core capabilities. • Establish internal and external teaming and coordinate meetings between key clients and Operations staff. • Identify potential clients, research their operations, and meet with potential clients to define needs and proposal criteria. • Participate in industry organizations/conferences as an industry ambassador. • Develop solutions with technical and SME support; manage partner and corporate staff relationships for solution development. • Lead business planning activities: pipeline reviews, operating plan development, bid agenda, opportunity gate reviews, win theme and discriminator sessions, and proposal reviews. • Transfer opportunities through pre-proposal, proposal, post-proposal, award responsiveness, and hot start transition to the program team. • Conduct after-action reviews to document lessons learned and adjust capture techniques and strategies. • Develop and implement comprehensive strategies updated in CRM and create a diverse pipeline of new business opportunities. • Lead screening of potential business deals for brand alignment and fit; utilize authorized bid process to evaluate options. • Contribute to development, writing, and submission of proposals ensuring the proposal addresses client unique needs. • Define, enforce, and enhance policy and processes around Sales and Operational Planning, Sales Process, and operational performance reporting. Requirements: • Minimum of 10 years of relevant experience in operations, business development, or other client facing activities. • Experience in capturing large business development programs (>$150M Total Contract Value) with emphasis on opportunity qualification into solution and proposal submission. • Prefer at least 5 years securing and winning opportunities within the Facilities Management sector. • Proven record of success managing capture efforts in the Federal contracting space. • Excellent communications skills - demonstrated through written and oral presentations, development of technical papers, volumes, or similar products. • Familiarity with online tools used by the Federal Government for solicitations. • Demonstrated skills in all areas of business development including: opportunity qualification, capture strategy, customer relationship development, intel on competition, team leadership, collaboration, etc. • Experience in the development of and successful negotiation of teaming agreements. • Experience in the development of competitive pricing strategies and associated cost proposal materials. • Knowledge of the facilities management and support services industries. • Excellent knowledge of Microsoft applications including Excel, PowerPoint, and Word. • Excellent verbal and written communication skills. • Ability to excel in a fast paced, highly challenging and change oriented environment. • Superior critical thinking, problem solving and interpersonal skills. • Results orientation/operational excellence. • Ability to hold self and others accountable.
