Supports the implementation and coordination of emergency alert systems, manages logistics and documentation for emergency preparedness, and assists in training and exercises.
Requires 3+ years of administrative and emergency planning experience, knowledge of ICS, and strong organizational skills.
The Emergency Programs Assistant is responsible for the implementation and coordination of DC Water’s Emergency Alert System and Office of Emergency Management procurement, logistics, and budget support. Acts as support, assisting in updating the DC Water Continuity of Operations Plan (COOP), DC Water Emergency Management Plan (EMP), Liaises with the Office of Training and development coordinating DC Water’s Incident Command System training and exercise program. Essential Duties & Responsibilities: • Operates and sustains the DC Water Emergency Alert System (DC Water Alerts) including coordinating with IT and communications, sending alerts, creating reports, data entry, employee, and contractor sign up, and supporting user questions and requests. • Develops and maintains inventory management, storage, and documentation associated with emergency preparedness supplies. • Ensures emergency management vehicles are scheduled to be maintained, properly supplied, evaluated, and tested regularly, and manages the deployment of vehicles, at the direction of the Director, or designee. • Supports the Director, or designee, in maintaining, updating, and analyzing data associated with continual improvement, planning documentation and training and exercise activities. • Supports the Director, or designee, as a liaison with other utilities, regional jurisdictions and the Council of Governments to coordinate Mutual Assistance efforts during emergency situations. • Supports the Director, or designee, with document maintenance (plans, policies, procedures) and preparedness trainings and exercises. • Assists in schedules and logistics of emergency management trainings and exercises, planning, activations, and after-action meetings. • During activations of DC Water Incident Management Team, serves as a unit leader within the Planning Section. This includes supporting the development of the Incident Action Plan and Incident Briefing Documents for emergency and planned events. • Keeps up to date with internal and external emergency management issues and provides information and updates as required. • Performs other related duties and projects as assigned at the discretion of the immediate supervisor. Supervisory Responsibilities: N/A Key Working Relationships: Supports the Emergency Management Department and interacts with co-workers throughout the entire Authority. Skills & Qualifications: The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Required Skills & Qualifications Required Experience: Three (3) years of progressive administrative services experience inclusive of one (1) year of disaster and emergency planning experience preferable in a utility or organization utilizing the Incident Command System Minimum Education Requirements: Associates’ Degree in Administration, Emergency Management, Homeland Security or related field from an accredited college or university or the equivalent combination of education and experience consisting of a high school diploma or General Educational Development (GED) certificate and five (5) years of progressive administrative services experience inclusive of one (1) year of disaster and emergency planning experience preferable in a utility or organization utilizing the Incident Command System Required Skills: Knowledge of the Incident Command System (ICS) or similar crisis management system Skill in performing data collection and report presentations. Ability to analyze information under emergency operating conditions and directing the course of action to be taken. Ability to demonstrate and apply emergency and/or disaster planning principles and practices. Ability to demonstrate proficiency in assisting in the management and coordination of disaster recovery operations. Excellent oral and written communication skills. Must possess strong organizational and interpersonal skills. Ability to establish and maintain effective working relationships. Ability to interact with employees and with all levels of management. Ability to perform well in a team environment. Ability to multi-task and manage several projects or activities at one time. Utilizes personal computers and maintains a working knowledge of applicable software programs (e.g., Microsoft products), etc.). Ability to work extended hours during a 24/7 emergency event.
