Role Overview The Procurement Manager is responsible for managing the procurement of Maintenance, Repair, and Operations (MRO) materials and services, ensuring reliability, cost-effectiveness, and compliance with company standards. In addition, the role supports selected CAPEX procurement activities and contributes to the development of procurement systems and processes. While working side-by-side with Procurement Specialists and MRO Buyers, the Procurement Manager provides guidance, mentoring, and operational leadership in a "manager-lite" capacity - acting as an escalation point and informal group lead without formal reporting authority. The role ensures effective day-to-day MRO procurement, supports CAPEX projects under the guidance of the Director, and drives continuous improvement in systems, processes, and supplier management. Key Responsibilities • Lead day-to-day procurement of MRO goods and services, ensuring timely and cost-effective supply. • Negotiate independently with MRO suppliers on pricing, delivery, and terms. • Monitor supplier performance, resolve escalations, and ensure compliance with contracts and policies. • Mentor and guide Procurement Specialists or MRO Buyers, providing operational support and coaching while acting as an escalation point. • Support the Director, in CAPEX-related sourcing, subcontracts and negotiations. • Manage procurement packages within CAPEX projects as delegated by the Director. • Ensure timely and compliant procurement aligned with project budgets and schedules. • Contribute to the development and optimization of procurement systems and tools, including ERP enhancements. • Implement best practices and continuous improvement initiatives (e.g., supplier consolidation, automation, cost-saving measures). • Support the Director in defining MRO category strategies and supplier panel structures. • Provide training and guidance to buyers on procurement processes, compliance, and systems. • Act as primary procurement contact for internal functions (engineering, maintenance, operations, technology, EHS, etc.). • Build and maintain strong supplier relationships to ensure reliability and responsiveness. • Maintains documents for assigned purchases and follows document control requirements. • Enforce adherence to procurement standards, policies, and compliance frameworks. • Hold direct budget authority for assigned procurement categories within defined thresholds. • Monitor operational costs and provide regular reporting on spend, savings, and supplier performance. • Approve day-to-day expenditures in line with delegated authority. • Other such duties as may be assigned by the Director, Procurement and Senior Director, Supply Chain from time to time. Qualifications • Bachelor's degree in Business Administration, Supply Chain Management, or related field. • Minimum 7 years of procurement experience, with strong exposure to MRO Procurement and CAPEX support. • Proven track record in supplier negotiation, cost reduction, and performance management. • Experience with ERP systems and procurement process optimization. • Strong interpersonal and mentoring skills, with the ability to provide guidance without formal reporting authority. • Excellent stakeholder management and communication skills. Position Mechanics Reports to: Director, Procurement Type: Exempt; Full-time Work Hours: Flexible, but generally 8:00-5:00 Monday-Thursday, Remote on Fridays with occasional evening and weekend work. Location: Houston, TX Work environment: Primarily an office environment, but may also work in an industrial environment at times where the use of PPE is required. Travel: Minimal - Less than 15% as needed to meet with members and attend off-site meetings Physical Demand is substantially that of an office environment. Occasional lifting and manual work.
