Position: Organizational Effectiveness Lead Location: Detroit, MI About the Engagement: We are seeking senior consulting professionals to assess and redesign a county government's enterprise governance and operating model. The engagement focuses on organizational effectiveness, governance, business process standardization, and executive decision making, with Workday serving as the enabling platform. Key Responsibilities: Change Management • Lead the design and execution of end-to-end change management strategies for program initiatives, including talent management, performance management, succession planning, and learning module rollouts. • Conduct stakeholder assessments, change impact analyses, and readiness evaluations to identify risks and tailor change interventions for diverse employee populations. • Build and sustain a change champion network across functional departments to reinforce adoption and surface feedback throughout the transformation. • Monitor change adoption metrics and continuously refine strategies to address resistance, close readiness gaps, and drive sustained behavioral change. • Partner with the Business Operations Leader to align change activities with project milestones, governance frameworks, and executive priorities. Training Design & Delivery • Develop comprehensive, role-based training curricula for applicable Oracle modules. • Consult on training materials including facilitator guides, participant workbooks, eLearning modules, quick reference cards, and job aids tailored to varying levels of system proficiency. • Coordinate and consult on instructor-led and virtual training sessions, ensuring all impacted employees and managers are prepared for future changes. • Advise and assess impacts to the enterprise with quarterly Oracle Cloud releases and ongoing system enhancements. • Evaluate training effectiveness through post-session assessments, adoption data, and stakeholder feedback, and iterate on content to improve outcomes. Strategic Communications • Build and execute comprehensive, audience-segmented communication plans that keep employees, managers, and senior leaders informed and engaged throughout all phases of the Oracle transformation. • Evaluate high-quality communication materials including executive briefings, leadership talking points, department-level announcements, FAQs, and digital content. • Manage communication cadence and channels to ensure consistent, timely messaging that reduces uncertainty and reinforces organizational confidence in the change. • Collaborate with County leadership to craft strategic narratives that connect the Oracle transformation to organizational mission, values, and workforce priorities. Continuous Improvement • Analyze ERP, HCM, EPM impacts to the workforce to identify trends, measure program effectiveness, and recommend process improvements. • Evaluate functional documentation, standard operating procedures, and governance artifacts that support audit readiness and operational continuity. • Collaborate with HR, IT, and cross-functional teams to drive continuous improvement across organizational effectiveness initiatives. • Ensure data accuracy, compliance, and governance across all Oracle HCM applications and related workforce processes. Experience • 7+ years of progressive experience in organizational effectiveness, change management, or Finance/HR transformation roles within complex, cross-functional organizations. • Demonstrated experience designing and delivering change management, training, and communications programs for large-scale ERP or HCM system implementations. • Experience working in public sector, government, or regulated environments strongly preferred. • Proven track record of building and executing stakeholder engagement and change adoption strategies in multi-department organizations. • Oracle SaaS (ERP, HCM, EPM) experience preferred Technical Skills • Deep functional knowledge of Oracle Cloud modules and supporting business processes. • Proficiency in instructional design methodologies and eLearning authoring tools (e.g., Articulate 360, Adobe Captivate). • Experience with learning management systems (LMS) and digital communication platforms. • Proficiency with Microsoft Office 365, including SharePoint for documentation and communication management. • Familiarity with Agile or iterative project delivery environments. Competencies • Exceptional stakeholder engagement and influencing skills; able to build trust and drive alignment across HR, IT, and business leadership without direct authority. • Superior written and verbal communication skills; able to craft executive-level narratives and translate complex system and process changes into clear, compelling messaging. • Strong analytical and problem-solving orientation; translates workforce data into actionable insight and program improvements. • Highly organized and self-directed; manages multiple concurrent workstreams with precision and composure in a dynamic environment. • Empathetic and people-first mindset; understands the human impact of organizational change and designs interventions accordingly. Certifications • Prosci Change Management Certification or equivalent (required). • Oracle Cloud Certification (strongly preferred). • Lean Six Sigma (preferred). • SHRM-CP, SHRM-SCP, or equivalent HR certification (an asset). Education • Bachelor’s degree in either Human Resources, Organizational Development, Business Administration, Information Systems, or a related field required. • Master’s degree in organizational development, HR Management, or a related discipline preferred.
