Title: Program Manager – Federal Health IT & Cybersecurity - Federal Program Manager | Delivery & Customer Execution Location: Remote (U.S.) – DC Metro Area Preferred Reports To: Vice President of Operations Clearance: Must be able to obtain and maintain a Public Trust Employment Type: Full-Time, Exempt Benefits: Health, Dental, Vision, 401(k), PTO, and comprehensive company benefits CyberData is seeking a Federal Program Manager to lead the delivery of Health IT, Cybersecurity, Cloud, and Enterprise IT programs for federal customers. This role is accountable for program execution, customer satisfaction, team performance, and contract compliance, while also supporting business development activities tied to program growth and recompetes. The Program Manager serves as the primary interface with the customer and plays an important supporting role in capture, live proposals, orals, and organic growth, leveraging program insight and delivery credibility. Key Responsibilities: Program & Contract Execution • Lead day-to-day execution of one or more federal contracts or task orders • Manage scope, schedule, budget, staffing, and performance metrics • Ensure compliance with contract requirements, SLAs, and quality standards • Identify and mitigate program risks and issues proactively Customer Engagement & Leadership • Serve as the primary point of contact with federal customers • Build trusted relationships with CORs, COs, and program stakeholders • Lead program status reviews, briefings, and performance discussions • Translate customer needs into actionable tasking for delivery teams Team Leadership & Operations • Lead and manage cross-functional delivery teams, including subcontractors • Support hiring, onboarding, and performance management of program staff • Foster a culture of accountability, communication, and continuous improvement • Coordinate with technical leads and SMEs across cybersecurity, cloud, and Health IT Financial & Performance Management • Manage program budgets, labor utilization, and cost controls • Track and report financial performance, burn rates, and forecasts • Support invoice review and contract reporting requirements • Identify opportunities for operational efficiencies Business Development & Growth Support • Support capture efforts, live proposal development, and oral presentations for new work, recompetes, and task order opportunities • Provide delivery insight, technical input, and execution perspective to capture and proposal teams • Help manage and coordinate on-program SMEs to support: • Proposal development • White papers and RFIs • Orals preparation and rehearsals • Identify organic growth opportunities within existing programs and communicate them to growth leadership • Support transition planning and knowledge transfer for follow-on work Performance Expectations Success in this role will be measured by your ability to: • Deliver excellence: Sustain strong CPARS ratings and high customer satisfaction. • Drive growth: Expand CyberData’s presence through successful program execution and capture of new opportunities. • Empower teams: Cultivate teams recognized for technical strength, agility, and responsiveness. • Ensure compliance: Maintain 100% adherence to contract terms, metrics, and deliverables. • Advance innovation: Champion continuous improvement, agile methods, and automation where applicable. • Leverage delivery talent: Actively involve team members in business development efforts, including serving as SMEs for proposal responses. • Represent the company: Act as a trusted face of CyberData in all internal and external engagements. Required Qualifications • * 7–12 years of experience managing federal IT programs or contracts • * Demonstrated success leading Health IT, Cybersecurity, Cloud, or Enterprise IT programs • Strong understanding of federal contracting environments and compliance requirements • Proven ability to manage scope, schedule, budget, and staff simultaneously • Experience serving as primary customer interface on federal contracts • Ability to support proposal and capture activities while maintaining delivery accountability • Bachelor’s degree in Business, Information Technology, Engineering, or related field • U.S. citizenship and ability to obtain or maintain Public Trust clearance Preferred Qualifications • PMP, CSM, or equivalent certification. • Prior experience working with both small business contractors and large federal integrators. • Familiarity with HHS, Dept. of Commerce, FAA, or DOD mission environments. • Experience on SDVOSB or 8(a) set-aside contracts. • Veteran status strongly preferred.
