HR Recruitment Manager POSITION DETAILS Reporting to the Assistant Vice President for Human Resources, the Human Resources Manager oversees the recruitment and appointment processes for Instructional Staff and classified staff, which includes overseeing instructional actions (e.g., appointments, substitute appointments, reclassifications, functional title changes, reorganizations), classified actions (e.g., appointments, transfers, list certifications, hiring pools, permanency). In addition to the duties in the CUNY Title Overview, responsibilities include but are not limited to the following: • Review current personnel policies and procedures, recommending improvements to the AVP and Director of HR in an effort to support goals and objectives. • Manage the full-cycle recruiting process for all instructional and classified positions within the college • Collaborate with campus executive team, and department heads, providing guidance on: HR Policies and Procedures, recruitment, classification, compensation, re-organization, re-structuring, and employee relations matters. • Manage certifications of open competitive and promotional Civil Service lists, and represent the College at all civil service hiring pools • Audit, review and approve job description templates and other job-related data, ensuring it adheres to state, federal, city and CUNY guidelines and contains appropriate classification, and FLSA status. • Develop and oversee the training of Faculty and Staff, on recruitment related processes and procedures • Develop procedural guides and distribute to external and internal stakeholders for process visibility and transparency • Create and manage electronic tracking database for recruitment with updates and summaries of recruiting progress and activities • Attend professional job fairs, recruiting conferences and other events to promote the college as an employer of choice • Manage, coordinate and facilitate mandatory annual compliance trainings for the campus such as Workplace Violence Prevention (WVP), Sexual Harassment (ESPARC) Gender Based Violence Training (GVBT), and Cybersecurity • Track and maintain an up-to-date information of compliance training completions, maintaining constant communication with the campus at large and supervisors, on updates and responding to all inquiries • Assist with the implementation of CUNY’s new system, Workday with focus on the recruitment module • Independently researches sensitive HR issues and assists executive management in responses. • Consult with senior partners to determine current and future recruitment needs, staying up to date on trends and changes that might affect their areas • Serves on various college and university committees as appropriate • Supervise part-time and full-time staff members within the department • Other duties as assigned QUALIFICATIONS Bachelor's Degree and six years' related experience required. Preferred Qualifications • Master’s degree in an appropriate discipline • Four years of relevant experience in higher education & recruitment • Experience delivering compliance training highly preferred • Proficient computer skills, particularly Microsoft Office, CUNYfirst/PeopleSoft) • Excellent communication, interpersonal and organizational skills CUNY TITLE OVERVIEW Manages a portfolio of Human Resources programs and operations at the College level. • Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology • Manages staff responsible for carrying out operations in the Human Resources office • Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees • Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements • Provides outreach to employees and provides communications such as meetings, newsletters, and web sites • Compiles accurate and well-organized reports • Assists management with developing policies, procedures, and programs to support Human Resources' objectives • Performs related duties as assigned.
