Collective Bargaining Unit: None Posting Salary: $92,855 - $100,031 Organization: Health and Hospital Systems Job Title Department Project Manager, CORE Center CORE Services This position is exempt from Career Service under the CCH Personnel Rules. Job Summary The Project Manager, Core Center, is responsible for the general oversight of industry, government funded research, and quality improvement projects and clinical trials supporting CORE Services. The project manager will develop, coordinate and administer the overall daily operations of the projects specified by the funder, as detailed in the protocols, and as regulated by the CCH Institutional Review Board (IRB). Additionally, they will work with the Pls regarding scientific aspects of the projects; maintain optimum participant recruitment and enrollment and assure quality patient care. They will set up and administer electronic, and as necessary, paper data files, quality assurance logs, and report forms. The Project Manager will review project budgets and ensure that invoices and expenditures are appropriate to the needs of the study and consonant with the budget and contracts. General Administrative Responsibilities Collective Bargaining • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals • Participate in collective bargaining negotiations, caucus discussions and working meetings Discipline • Document, recommend and effectuate discipline at all levels • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements Supervision • Direct and effectuate CCH management policies and practices • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements Management • Contribute to the management of CCH staff and CCH’ systemic development and success • Discuss and develop CCH system policies and procedures • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements • Work with Labor Relations to discern past practice when necessary Typical Duties • Oversees grant funded projects and the fiscal management of grant funded programs • Develops and coordinates the operating and capital equipment budget for the department • Prepares fiscal reports and reconciles budgets to reflect operating costs and labor cost for areas identified by leadership • Supervises study staff, including research assistants, medical assistants, and phlebotomists • Develops and implement protocols and procedures governing the research projects; take on leadership in roll out of studies and projects • Liaisons with individuals and clinical areas key to ensuring screening and enrollment of targeted populations; schedules, screens, enrolls, and provides informed consent to participants • Establishes procedures to protect and maintain the rights and confidentiality of all study participants • Participates in monthly monitoring calls with project sponsors and study teams • Completes quarterly training/review of budget management and compliance • Facilitates preparations for all project site initiation visits and monitoring visits • Remains current knowledge of federal, state, and local regulatory and compliance guidelines • Participates in the Ruth M. Rothstein CORE Center Research Committee monthly meetings • Adheres to Cook County Health (CCH) Specific Policies & Procedures • Travels to trainings and sponsor meetings as needed • Performs other duties as assigned Minimum Qualifications • Bachelor’s degree or higher from an accredited college or university. • Three (3) years of experience working with people living with HIV/AIDS • Two (2) years of experience working in a medical environment • Two (2) years of supervision and/or management experience • Proficient in Microsoft Office Preferred Qualifications • Master’s degree from an accredited college or university in Public Health, Human Services, Social Services or related field • Previous experience with budget preparation, monitoring, planning, and program development Knowledge, Skills, Abilities and Other Characteristics • Excellent oral and written communication skills, problem solving and conflict resolution skills • Knowledge and understanding with the development of grant proposals • Proficiency using Microsoft Office applications • Ability to function autonomously as a worker and as a team member • Well organized, able to prioritize, results oriented, and self-motivate • Ability to multi-task and work on multiple projects and in a fast-paced environment Physical and Environmental Demands This position is functioning within a healthcare environment.
