The Senior Operations Manager will be responsible for the day-to-day and strategic oversight of all key operational functions of the agency. The ideal candidate will have extensive experience in the New York homecare ecosystem, including a deep understanding of LHCSA regulations, Managed Long Term Care (MLTC) relationships, Uniform Assessment System (UAS)processes, personal care aide (PCA) and home health aide (HHA) scheduling, billing, and compliance management. This leadership role is critical in ensuring that the agency runs efficiently, delivers top-quality care, and stays fully compliant with state regulations. Oversee all core LHCSA operations including intake, scheduling, compliance, billing, payroll, HR, and aide services. - Collaborate with executive leadership to implement and execute strategic initiatives. - Lead and develop cross-functional teams to meet performance benchmarks in patient satisfaction, quality, and efficiency. Compliance & Quality Assurance - Ensure full compliance with all New York State Department of Health (NYSDOH) regulations, DOH surveys, and LHCSA reporting requirements. - Maintain and improve internal compliance protocols and audit mechanisms. - Monitor and manage UAS, EVV, and documentation systems to maintain compliance and quality standards. MLTC & Referral Relations - Manage relationships with MLTCs, lead the onboarding process for new referrals, and ensure authorization processes are streamlined. - Resolve escalated issues with plan coordinators, care managers, and caseworkers efficiently and professionally. Workforce Management - Supervise scheduling and coordination of field staff (HHAs/PCAs). - Oversee recruitment and onboarding processes for caregivers in collaboration with HR. - Ensure aides are credentialed, trained, and deployed according to plan authorizations and patient needs. Finance & Billing - Collaborate with billing and payroll departments to ensure timely and accurate invoicing and compensation. - Monitor financial metrics related to hours, revenue, and plan authorizations to prevent revenue leakage. - Minimum of 5–7 years of senior management experience in a New York LHCSA or related homecare setting. - Proven knowledge of LHCSA regulations, MLTC authorizations, EVV, UAS assessments, and NYS DOH requirements. - Strong leadership and staff management skills, including experience overseeing cross-functional teams. - Experience with HHAExchange, eVero, or similar homecare software platforms. - Excellent problem-solving, communication, and interpersonal skills. - Ability to multitask and thrive in a high-volume, fast-paced environment. - Bilingual English/Spanish, Russian, or Mandarin is a plus. - Familiarity with CDPAP operations is a plus.
