Modernization, Integration & Technical Leadership * Lead large-scale migrations from legacy platforms to successor systems, ensuring data integrity, ETL accuracy, and transition success. * Oversee ETL processes, Oracle Data Integrator (ODI) workflows, performance tuning, and analytics reporting (OAS). * Drive DevOps automation and CI/CD pipeline optimization, reducing release cycle time and improving deployment consistency. * Collaborate on middleware, platform, and IAM initiatives including WebLogic, OIM, RBAC, SSO, and federated identity governance. Stakeholder Management & Communication * Serve as the primary liaison between executive leadership, technical teams, vendors, and business partners. * Facilitate governance meetings, steering committees, operational checkpoints, and stakeholder alignment sessions. * Develop dashboards, KPI reporting, and communication frameworks in Jira, Azure DevOps, Confluence, and Power BI. * Foster strong relationships and transparent communication to ensure expectation alignment and ongoing stakeholder engagement. Continuous Improvement & Operational Excellence * Identify and eliminate delivery bottlenecks, reduce team impediments, and refine processes across program portfolios. * Introduce process automation, operational optimizations, and Agile workflows to increase productivity and reduce cost. * Provide guidance on ITSM practices, ServiceNow workflows, change management, and incident/problem resolution processes. * Drive measurable improvements in release frequency, system performance, team collaboration, and customer satisfaction. -------------------------------------------------------------------------------- Required Qualifications * 10–15+ years of blended experience across Agile project management, Scrum Master roles, technical project management, and software development. * Proven track record delivering large-scale IT modernization programs, data transformation projects, and enterprise system deployments. * Strong proficiency in Agile/Scrum frameworks, SDLC, DevOps, ETL, analytics platforms, and application modernization. * Hands-on experience with tools such as Jira, Confluence, Azure DevOps, MS Project, SharePoint, ServiceNow, ODI, OAS, WebLogic, SQL/PLSQL, and related enterprise technologies. * Expertise in Identity & Access Management (IAM), including OIM, RBAC, MFA/SSO, and compliance-driven security processes. * Demonstrated ability to manage multi-million-dollar portfolios and lead cross-functional teams across distributed environments. * Excellent communication, conflict resolution, negotiation, and stakeholder engagement skills. * PSM I or CSM certification required; PMP/PMI experience is a strong plus. -------------------------------------------------------------------------------- Preferred Qualifications * Experience working in transportation, tolling, utility, retail, or large enterprise environments. * Background leading Agile transformations at scale across large organizations. * Familiarity with ITIL frameworks and ITSM operational models. * Ability to create executive-level reports, dashboards, and performance metrics for leadership and governance boards. -------------------------------------------------------------------------------- Role Impact The Senior Scrum Manager will play a critical role in guiding enterprise programs from concept to successful implementation, driving modernization, improving operational efficiency, and ensuring measurable business value.
