The Director of Programs and Operations is a key leadership role responsible for ensuring the effective delivery, integration, and strategic growth of Community Family Centers' core services, including Adult Education, Early Childhood Education, Youth Services, and Family Support Programs. This position provides high-level oversight of all program areas while ensuring operational excellence, compliance, and alignment with CFC's mission of strengthening families and enriching the quality of life in the East End of Houston. Program Leadership and Oversight • Provide leadership, direction, and oversight for all CFC programs, ensuring they are responsive to community needs and meet defined outcomes. • Supervise Program Managers/Coordinators and ensure strong interdepartmental coordination across service areas. • Guide program development and expansion in alignment with strategic goals and funding opportunities. • Ensure data-driven decision-making, including monitoring program performance, outcomes, and client satisfaction. • Lead program evaluation and continuous improvement initiatives, ensuring compliance with grant and contract requirements. Operational Management • Oversee daily operational functions across the agency, ensuring systems are efficient, compliant, and mission driven. • Collaborate with the President/CEO and leadership team to develop and implement internal processes, policies, and infrastructure improvements. • Oversee facility needs and coordinate with vendors or contractors as necessary. • Lead risk management practices to ensure the health, safety, and security of staff, clients, and facilities. Strategic Planning and Community Engagement • Assist the President/CEO in executing strategic goals and initiatives that advance CFC's mission and long-term sustainability. • Represent CFC in community partnerships, local coalitions, and collaborative initiatives. • Support cross-sector engagement by building relationships with schools, local government, nonprofits, and funders. • Collaborate with the Development Department to support proposal writing, funder reporting, and site visits. Staff Development and Culture • Build and sustain a high-performing, mission-aligned team culture. • Provide mentorship, supervision, and ongoing professional development to program leadership staff. • Promote equity, inclusion, and trauma-informed practices across all service areas. • Support employee engagement and staff retention strategies. Budget Management & Resource Development • Work with the finance team to develop, manage, and monitor budgets for each program. • Ensure effective and efficient use of funds while staying within approved budgetary limits. • Collaborate with the Development and Grants teams on funding proposals, renewals, and donor reports. • Identify and pursue new funding opportunities that align with CFC's mission and program goals. Qualifications • Bachelor's degree in Nonprofit Management, Social Work, Education, Public Administration, or a related field required; Master's degree strongly preferred. • Minimum 5-7 years of senior-level nonprofit leadership experience in program management and operations. • Demonstrated experience managing diverse teams and multidisciplinary programs. • Proven success in budget oversight, strategic planning, and compliance management. • Knowledge of community needs in Houston's East End and culturally responsive service delivery. • Strong written and verbal communication skills. • Bilingual (English/Spanish) strongly preferred. Work Environment • Based at CFC's main campus at 7524 Avenue E, Houston, TX. • Primarily weekday hours, with occasional evenings or weekends for events or program needs.
