We’re looking for a seasoned communications agency professional who understands how scopes are developed, written, and managed—and knows what it takes to win new work. If you’ve written proposals or are looking to transition from client services into business development, this could be a great fit. Strong writing skills are a must, a proven track record of writing compelling, equity-centered proposals and driving business development from strategy through submission is a plus! We’re looking for a self-motivated, strategic thinker with deep public sector experience in the communications industry and a commitment to social impact. You lead with confidence, communicate clearly, and take initiative, thriving in deadline-driven environments while managing multiple projects. In this role, you’ll lead the creation, management, and oversight of public sector proposals—particularly in communications, community engagement, and branding—ensuring submissions are accurate, compliant, competitive, and equity-centered. You’ll drive the full business development lifecycle, from opportunity identification to final submission, communicating our agency’s unique value with clarity and confidence. What we’re looking for: • 5–7+ years managing and writing complex public sector proposals in the communications industry, including full lifecycle ownership for communications, engagement, or branding scopes. • Expertise in navigating government RFPs, compliance, and equity-centered frameworks. • Strong project management, research, and writing skills, with the ability to synthesize complex information into compelling proposals. • Confident, proactive communicator who can lead cross-functional teams and engage with executives, clients, and stakeholders. Key Responsibilities Proposal Writing and Development • Lead the creation and writing of high-quality public sector proposals, ensuring accuracy, compliance, and alignment with client needs. • Strategize and execute proposals that effectively communicate our Agency’s values, equity lens, and competitive edge. Public Sector Opportunity Management • Identify and evaluate new opportunities in the public sector, leveraging insights to shape competitive proposals. • Conduct thorough research on potential clients, government initiatives, and industry trends to inform strategy. Collaboration and Team Leadership • Manage cross-functional teams to gather information and create cohesive, winning proposals. • Collaborate with creative and technical teams to ensure the inclusion of compelling visuals and content. • Proactively direct, delegate, and manage the team throughout the process, maintaining clarity, momentum, and accountability. • Manage the proposal process from start to finish. Continuous Improvement and Knowledge Sharing • Collect feedback from proposal outcomes, incorporating lessons learned to refine future approaches. • Organize and maintain a repository of proposal templates, content, and strategies for efficiency. Education and Experience • Bachelor's degree in English, Communications, Business, Marketing, Technical Writing, or a related field. • Minimum of 5–7 years’ experience managing and developing public sector proposals, including RFPs, RFIs, and RFQs, with proven expertise in managing complex government/public sector submissions end-to-end. • Demonstrated success in developing and leading public sector business development strategies. • Knowledge of industry best practices and trends in proposal writing. • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and other proposal management tools. • Direct experience in communications strategy is required; business development experience is a plus. • Experience with equity-focused initiatives and familiarity with community engagement principles is a plus. • Experience with and deep knowledge of San Francisco Bay Area public sector organizations and initiatives is a plus.
