Experience managing large federal contracts, knowledge of housing finance programs, compliance with federal cybersecurity standards, and strong stakeholder coordination skills.
CLOVEHITCH is seeking a Project Manager (PM) to serve as the primary point of contact for all technical and contractual matters. The PM will provide overall leadership, ensuring contract performance, compliance, and timely delivery of all required services and deliverables. Key Responsibilities: Lead day-to-day management of the contract. Serve as the liaison with the Contracting Officer’s Representative (COR). Oversee project staff, task assignments, and workflow. Ensure all deliverables and reports meet quality and schedule requirements. Manage compliance, reporting, and quality assurance activities. Qualifications: Federal Contract Leadership Prior work as a Project Manager or COR liaison on large, multi-task federal contracts. Experience managing task orders under GSA MAS or other federal contract vehicles. Program & Recapitalization Expertise Hands-on involvement with housing conversion and preservation programs, including complex program transitions. Familiarity with application workflows, compliance tracking, and resource desk operations. Housing Finance & Recapitalization Structuring deals with LIHTC, federally insured loans, tax-exempt bonds, and other subsidy layers. Oversight of capital needs assessments, including reserve planning and long-term financial modeling. Stakeholder Engagement Leadership in projects requiring resident rights protections, mobility counseling, or relocation planning. Strong ability to coordinate with property owners, housing authorities, and community organizations. Compliance & Reporting Experience ensuring adherence to federal cybersecurity and IT compliance standards (e.g., NIST, OMB, FISMA). Proven record delivering monthly performance reports, QA/QC plans, and contract deliverables. CLOVEHITCH is an Equal Opportunity Employer.
