Annual Pay Range: $ 110,924.21- $ 149,747.94 Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This is a pivotal leadership role, responsible for guiding care coordination programs for both adults and youth while also ensuring excellence across multiple specialized service areas, including older adult behavioral health, peer-delivered services, , and licensed residential service oversight. As the Behavioral Health System Coordination Manager, you will provide strategic direction and operational oversight to a team of talented supervisors and staff, ensuring that services are accessible, equitable, and effective. You will serve as a trusted member of the Division's executive leadership team, directly contributing to county-wide behavioral health priorities and representing Clackamas County in local, regional, and state-level committees, workgroups, and strategic planning efforts. This role demands a leader who thrives in complex, multifaceted environments—someone capable of balancing day-to-day program management with long-term system planning and innovation. The manager in this position will focus on the Care Coordination and Peer System Coordination teams, while the other position will be devoted to Crisis and Forensic Services, and Administrative Services. Required Minimum Qualifications/ Transferrable Skills:* • A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position. • Experience in staff leadership, including supervision, training, performance evaluations, and staff coaching. • Proven experience in the management of behavioral health programs and services. • Experience managing budgets and financial oversight for programs. • Experience navigating complex systems and collaborating across multiple service areas to achieve program goals. • Qualified Mental Health Professional (QMHP) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) A ”Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee: Graduate degree in psychology; Graduate degree in social work; Graduate degree in recreational, art, or music therapy; or Graduate degree in a behavioral science field. • Strong organizational, analytical, and engage with both internal teams and external stakeholders to achieve program success. • Commitment to fostering a healthy and collaborative work problem-solving skills. • Excellent verbal and written communication skills, with the ability to engage with both internal teams and external stakeholders to achieve program success. • Commitment to fostering a healthy and collaborative work environment and promoting staff development. TYPICAL TASKS Program & System Leadership • Direct management of County CMHP responsibilities, Medicaid, and State General Fund service programs, as well as care management through a contracted delivery system, in collaboration with Finance staff. • Oversee system coordination services, including care coordination, older adult behavioral health, peer services, and licensed residential program. • Directly supervise and support Care Coordination team supervisors and peer services leadership. • Actively coordinate with other lines of business within the Behavioral Health Division and Health, Housing & Human Services (H3S) departments, as well as community and County partners such as acute care facilities, disaster management, HR, culturally specific providers, APD (Adult Protective Department), and other service providers. Administrative & Policy Development • Serve as a member of the Division management and executive leadership team, collaborating on program and administrative recommendations for behavioral health services. • Assist in the development and implementation of Division policies and operating procedures, ensuring compliance with statutes, rules, and regulations. • Liaise with external agencies, including the Oregon Health Authority and coordinated care organizations (CCOs), and participate on committees, workgroups, and task forces for coordinated regional and state behavioral health programs. Operational Management • Plan, direct, coordinate, and review program operations; assign and monitor work activities, projects, and related tasks for staff; and evaluate work products, methods, and procedures. • Manage contracts, initiate new agreements, and ensure effective implementation. • Provide budget oversight in coordination with the Finance team and program supervisors.
