The Program Manager will provide senior level strategic policy advice and operational support to the General Manager and Toronto Water Directors including representing the General Manager on City wide corporate initiatives and at meetings and forums on water, wastewater and stormwater matters. The primary functions associated with this position include, but are not limited to: • * Assists the General Manager in addressing ongoing and emerging priorities for the Division to ensure delivery of water, wastewater and stormwater services and special projects. • Provides strategic policy advice, day-to-day operational support and professional judgment on complex and contentious issues for the Toronto Water General Manager and Divisional senior management team. • Conducts comprehensive research into assigned areas ensuring that such research takes into account developments within the water/wastewater industry, corporate policies and practices, legislation and initiatives by other levels of government. • Acts as the main point of contact for the General Manager with respect to all matters involving communications and public relation activities including internal and external communication, media relations, marketing and promotional plans, publication management and image advertising with outcomes that support Toronto Water’s overall goals and maintain a positive public image. • Oversees the planning, design, development, implementation and maintenance of a communication strategy for the Division. • Assists with the implementation of communication strategies by advising on appropriate resources required to create media releases and conferences, presentations, speech and article writing, ghost writing, brochures and posters, annual reports and business plans, staff communiqués, print, broadcast, outdoor and web page advertisements, video script writing and editing, and special events. • Prepares strategic analysis reports for the General Manager on corporate and divisional issues, projects and related matters and assists in the review of staff reports submitted to the General Manager’s office for review and signature. • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. • Leads project teams and applies sound project management methodologies. • Prepares responses and provides guidance in the development of briefs, policy documents and other material as needed. • Prepares presentations, speeches and correspondence for the General Manager on corporate/ divisional initiatives and/or other required topics. • Maintains a continuous and thorough knowledge of current corporate and other division’s issues and initiatives. • Establishes an effective and collaborative working relationship with the Divisional Senior Management Team, managers and project managers within Toronto Water, staff from other City divisions and external stakeholders including Agencies, Boards and Commissions. • Participates on various Committees and Task Forces as a Divisional representative. • Represents the General Manager and the Division with the media, at meetings and forums with authority to speak on behalf of the Division. • Manages other projects as assigned by the General Manager. Key Qualifications: • * Post-secondary education in a professional discipline pertinent to the job function combined with relevant project management experience or equivalent combination of education and experience. • Extensive experience at a senior level in planning, developing, implementing and coordinating diverse promotion, public relations, customer service, social marketing and communication programs. • Extensive experience with federal, provincial and municipal legislation governing the water industry. • Extensive experience using Microsoft Office Suite: Word, Excel, Power Point and Outlook. • Considerable experience in municipal or provincial environment managing and overseeing projects, carrying out comprehensive research and developing reports. • Political acumen, judgment and insight including the ability to negotiate and achieve consensus among parties having different objectives. Sound judgment and ability to handle matters of a confidential/sensitive nature as it relates to Council, other senior staff, management and unionized employees. • Proven ability to influence and build collaborative relationships across a broad spectrum of stakeholders both internal and external to the organization. • Highly developed interpersonal and public relation skills – proven ability to communicate effectively. • Ability to operate as a fully accountable program leader, able to identify needs and initiate, coordinate and manage the implementation of solutions in response to Divisional issues. • Excellent strategic, analytical and conceptual thinking skills. • Superior oral and written communication skills and demonstrated ability in dealing effectively with media, political staff, diverse community stakeholders and staff at all levels of the organization. • Knowledge and understanding of municipal services provided by Toronto Water, corporate priorities and strategic direction. • Ability to identify opportunities for improvements to service efficiency and effectiveness and customer service delivery. • Familiarity with the Municipal Freedom of Information Act.
