About This Position The Street Transportation Department, Development & Utility Services Division reviews engineered plans and permits for dry utility installations (electricity, communications, natural gas, chilled-water pipelines, and wireless facilities) in public utility easements and right-of-way. This section also negotiates licenses, franchises, and agreements with utility companies operating in the city. The Development and Utility Services Division is seeking to fill a Utility Permit and Coordination Technician (Chief Engineering Tech) vacancy in the Utility Coordination Section. This position performs complex plan reviews for dry utilities desiring to occupy City rights-of-way, public utility easements (PUE), and coordinates utility relocations for Capital Improvement Projects. Work is performed under the supervision of a Project Manager or Principal Engineering Technician. The work location is in the Phoenix City Hall building at 200 W. Washington Street, Phoenix, AZ 85003. The typical work hours and days are 7:30am-4:00pm, Monday to Friday. Limited overtime may be required during times of high permit intake and processing. IDEAL CANDIDATE • Excellent communication skills, strong customer service abilities, and effective teamwork capabilities. • Strong decision-making and problem-solving skills, with the ability to multitask and perform well under pressure and meet deadlines. • Knowledgeable in engineering principles and practices related to the installation of dry utilities within the City's rights-of-way (ROW), public utility easements (PUE), and Capital Improvement Project (CIP) construction. • Familiar with City codes and policies regarding underground utility construction, with the ability to effectively communicate with Project Managers, City contractors, utility designers, and other contractors. SALARY Pay Range: $26.83 to $45.89 per hour. Hiring Range: $26.83 to $37.76 per hour. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance. • Promotions occur when the last two digits of the pay grade increase. • Demotions occur when the last two digits of the pay grade decrease. • Lateral transfers occur when there is no change to the last two digits of the pay grade. • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Preferred Qualifications The minimum qualifications listed above, plus experience in/with: • Reading and interpreting maps, graphs, charts, and plans. • Using Microsoft Office programs. • Electronic plan review and electronic permitting systems. • Reading and interpreting civil engineering and dry utility plans. • Online ROW and utility mapping systems. (i.e.: QS MAPS/EZ MAPS) • Small Wireless Facilities and Public Streetlighting and/or Traffic Signal Standards. • Coordinating and managing all or a portion of a Capital Improvement Project. • Multitasking between several duties, and responsibilities and meeting deadlines. • Collaborating effectively in a team environment while providing excellent customer service. • Using SAP and computer systems such as Kiva East System, Citizen Serve, TRAACS, AutoCAD, GIS mapping, and electronic permitting is desirable.
