About This Position Over 50 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually. The Aviation Department has a vacancy for a Project Manager position in the Operations Division. This position manages multiple JOC and Divisional projects including project and financial management components, as well as coordination with our Design and Construction Services Division. Responsibilities for the Project Manager position include directing and coordinating all activities involved in the 360-degree planning, implementation, and completion of assigned projects. This includes scheduling, budgeting, scoping, design, construction, and project delivery aspects. This position is required to interact effectively with aviation staff, customers, tenants, and regulatory agencies by applying sound, creative problem-solving techniques to resolve difficult issues. Additional responsibilities include completing and reviewing various project submittals, evaluating project cost estimates, and working with the Operations Division and Aviation Department budget liaisons to ensure proper budget controls are followed. IDEAL CANDIDATE • Proficient using Microsoft Office 365. • Excellent communication, collaboration, and writing skills. • Strong decision-making skills, effective at problem solving, and negotiating resolutions. • Ability to develop consensus around complex issues and situations. • Ability to review field projects being considered or implemented by the Division and/or Department. • Ability to develop clear and effective reports and presentations to diverse audiences. • Ability to analyze project schedules and critical paths, for timely and effective project delivery with a focus on adherence to schedule. • Demonstrated ability to establish and maintain effective working relationships with employees, business partners, tenants, contractors, and representatives of governmental agencies. • Exceptional ability to review and facilitate site-specific projects and collaborate with various OPS Sections, government entities, and other stakeholders for projects led by the Operations Division. • Knowledge and experience managing multiple project schedules, and budgets. • Knowledge of Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and Customs and Border Protection (CBP) policies and standards along with airport operations, principles and procedures. • Knowledge of and experience reading and interpreting complex construction drawings, blueprints, Project Management plans, and be able to coordinate stakeholder reviews for improvements or cost savings in the overall project. • Knowledge of Airport project management following codes, standards, engineering /architectural methodologies, and construction practices and able to read complex construction drawings. SALARY Pay Range: $69,492.80 to $131,040.00 annually. Hiring Range: $69,492.8- to $97,780.80 annually. Preferred Qualifications The minimum qualifications listed above, plus: • Experience managing multiple, professional services, construction contracts, project schedules, and budgets. • Experience in developing project scope of work, preparing design plans, and technical reports, leading Operational stakeholder reviews and oversight of the Division's participation in the JOC process. • Have relevant professional designations such as Project Management Professional (PMP) or Aviation designations like Certified Manager (CM), or Accredited Airport Executive (AAE).
