Full Description

Under general administrative direction, the Director of Neighborhood Services plans, directs, manages, and oversees the activities and operations of the Neighborhood Services Department. Areas of responsibility include code enforcement, health inspections, animal services, environmental services, and community engagement. The Director ensures coordination with Municipal Court to support the full code enforcement process from citation to compliance. The role also provides leadership and oversight of the Community Engagement Coordinator and serves as the primary executive-level liaison to homeowner associations (HOAs), neighborhood associations, and civic groups. The Director coordinates assigned activities with other City departments and outside agencies and provides highly responsible and complex administrative support to the City Manager. This position reports to an Assistant City Manager. The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and change business practices. • Directs the activities of the Neighborhood Services Department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards. • Assume full management responsibility for all Neighborhood Services Department services and activities including code enforcement, health inspections, animal services, environmental services, and community engagement; recommend and administer policies and procedures. • Demonstrates a working knowledge of the Municipal Court system as it relates to Neighborhood Services, particularly in supporting the comprehensive process of code enforcement. Coordinates with court staff to ensure seamless handling of violations, citations, and compliance matters. • Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area; recommend and administer policies and procedures. • Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. • Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. • Plan, direct, and coordinate, through subordinate level staff, the Neighborhood Services Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems. • Provides strategic oversight and general responsibility for Community Engagement initiatives, including supervision of the Community Engagement Coordinator. Serves as the executive-level liaison to homeowner associations (HOAs), neighborhood associations, and civic groups to foster collaboration, transparency, and resident participation in City initiatives. Ensures departmental coordination of outreach, engagement campaigns, and community relations efforts. • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. • Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. • Provide staff assistance to City Leadership; prepare and present staff reports and other necessary correspondence. • Represent the Neighborhood Services Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. • Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. • Participate on a variety of boards, commissions, and committees. • Respond to and resolve difficult and sensitive citizen inquiries and complaints. • Perform related duties as required. • Subject to 24-hour recall and Emergency Operations recall. Bachelor's degree in public administration, business administration urban planning or a related field from an accredited college or university. Eight (8) years of progressively responsible managerial experience in neighborhood revitalization, code enforcement, housing, animal care and control, health, or related field, including four years of administrative and supervisory experience. Valid Texas Driver’s License. Human Resources may consider an equivalent combination of education, training and/or experience.
