Definition: Provide communications, public relations and marketing services for the City of Longmont, using a wide variety of communication strategies to inform and engage the community in designated programs, projects, services, and initiatives. Coordinate and implement strategic marketing plans for assigned divisions and departments in conjunction with other City communications and marketing staff, and independently manage communication projects to meet deadlines and stakeholder expectations. Optimize resources, communications, and marketing activities to benefit the City and its departments and divisions. Develop a variety of communication and marketing materials, including press releases, newsletters, brochures, ads, customer communications, web pages, posters, social media posts across multiple platforms, e-newsletters, and more. Support and coordinate with existing staff in updating social media, web pages, print media, and video messaging. Principal Duties: • Develop, implement and oversee strategic marketing plans for assigned departments and divisions in conjunction with the leadership team and communications and marketing staff members. Create goals and objectives that meet business needs and initiatives. • Develop and implement specific marketing strategies that meet the unique needs of various City divisions and effectively communicate their services, opportunities and benefits. • Create communication materials such as press releases, video scripts, brochures, advertisements and other promotional materials to address communication needs of various City divisions. • Design marketing materials such as brochures, posters, infographics, digital images, etc. using InDesign, Photoshop, and/or Illustrator in collaboration with other City staff. • Mange digital assets for assigned projects. • Provide original photography and photo editing as needed, using appropriate tools and software, and observing all applicable copyright restrictions. • Research, identify, and develop communication strategies that utilize traditional, non-traditional, and digital media outlets. • Provide branding and marketing direction for various City projects and initiatives. • Manage and monitor assigned website content and appearance. Generate new content, innovations, design and navigation and update existing content. Monitor site access patterns and analytics and make content modifications or recommendations as necessary. • Stay current on industry trends and emerging communication technologies, including social media, media relations, and evaluation metrics. Make recommendations based on knowledge and research of emerging website tools, best practices, and strategies to optimize customer communications. • Provide communications and branding training to support staff developing communication materials to ensure that all items presented to the public reflect City standards. • Implement communication plans for assigned projects and ensure the final products meet all City standards and regulations. • Gather information from stakeholders, residents and others on a periodic basis to determine effectiveness of communication and marketing efforts. Conduct market research and competitive analysis to inform strategic communications. • Coordinate public relations, media relations, and community relations for assigned projects. Serve as the official spokesperson for assigned projects as needed. Support City communications for emergency operations and preparedness. • Manage social media platforms and develop social media communication strategies for assigned projects. Recommend use of emerging social and digital media tools, best practices and strategies to optimize community engagement. • Oversee digital assets management for assigned projects. • Collaborate with appropriate programing staff to develop compelling offerings designed to sell in a competitive market. Work with community partners, internal resource counselors, and other staff to develop services that fill a gap in the community needs. • Assist in developing customer-facing language to communicate City policies and information. Coordinate dissemination of ‘single point of truth’ boilerplate, FAQs, policies, procedures, and other appropriate information to customer-facing staff around the organization. • Actively participate and contribute to the City’s Public Information Team. • Respond to inquiries by residents and members of the public for items related to assigned projects. • In collaboration with the team leadership, prepare speeches, editorials and presentations. • Arrange for and/or participate in a variety of City-sponsored special events. Conduct community outreach and promote assigned City projects, initiatives, and services at events. • Establish effective, culturally competent working relationships with the media and community members. • Provide or coordinate with staff on the production of culturally competent materials for Spanish language speakers and other multicultural communities. • Assist in creating and implementing effective community involvement strategies with a variety of internal and external stakeholders. • Develop and monitor marketing budgets in coordination with leadership. • Build alliances, foster effective teamwork and build constructive relationships among staff throughout the City. Model the City’s attributes and values. • Demonstrate professional behavior that reflects the City’s values, ethics and attributes for public service. • Act as subject matter expert and employ marketing strategies and tactics appropriate to focus area/assigned division(s) and/or department(s). These focus areas may be in: recreation and leisure, arts, culture, education, human services, housing, public works, community engagement, neighborhood programs, electric utility, municipal broadband, City Council, planning and development, etc. Working Environment: Work is performed in a standard office environment. Requires light lifting and carrying (up to 15 pounds), occasional pulling, pushing, bending/stooping, twisting, kneeling and squatting. Requires occasional walking (1/2 hour increments), standing (1-hour increments) and sitting (up to 3-hour increments). Requires frequent reaching, use of fingers, use of both hands, hearing, speaking, writing and use of a computer. The work requires reading, editing and writing, frequent verbal communication and cooperation with others, performing multiple concurrent tasks, organization, and performing detailed work. Work requires the ability to perform under time constraints and deal with frequent interruptions. Requires occasional nontraditional work hours. Requires reading of documents, confidentiality of work and frequent customer contact. Qualifications: Any combination of education and experience equivalent to a Bachelor's Degree in communications, public relations, marketing, journalism or a closely related field and at least three years of increasingly responsible work experience in public relations, marketing or a related field, with at least one year in government desired. Demonstrated experience managing multiple communication or marketing projects simultaneously with competing priorities and deadlines required. Special Qualifications: Bilingual (English/Spanish) Intermediate/Advanced proficiency preferred. Possession of a valid Colorado driver’s license.
