Title: DIRECTOR OF HUMAN RESOURCES Department: Human Resources Status: Full-Time FLSA: Exempt POSITION OVERVIEW Provides strategic direction and leadership for all Human Resources functions within the organization. Oversees programs in policy development, talent acquisition, compensation, benefits, records management, training and development, employee relations, and risk management related to workers’ compensation. Facilitates a city-wide culture of customer service by providing high level customer service to employees and leaders throughout the organization.. ESSENTIAL DUTIES • Advises and counsels directors, supervisors and other City officials and employees on personnel policies and practices, disciplinary issues and performance-related matters. • Interprets and ensures compliance with human resource related laws, policies and procedures, and responds to inquiries involving HR related questions. • Composes and edits official Human Resource correspondence and drafts City Human Resource personnel policies and procedures. • Oversees retention, retrieval, filing, maintenance and storage of personnel records in compliance with applicable laws, rules and regulations. Acts as Personnel Records Officer. • Administers and approves employee leave requests in compliance with applicable policies. • Leads organization-wide training efforts related to employee development, workplace expectations, and compliance, in coordination with the Community & Culture Officer. • Coaches and mentors' directors and department leaders to build high-performing teams while ensuring decisions and behaviors align with organizational policies and mitigate risk. • Responsible for employee relations at Director level and below. • Leads employee relations strategy and serves as escalation point for directors and below. • Oversees and approves job descriptions, ensures personnel policies are current and consistently applied, and leads the exit interview process to identify organizational trends and opportunities. • Oversees and approves FMLA, LOA, and other applicable leave forms for all city employees. • Maintains safety certification and training records to reduce worker’s compensation claims. • Oversees and coordinates city benefits with the broker and vendors to resolve employee insurance issues. • To ensure competitive benefits for employees by researching market trends, benchmarking against competitors, surveying employees, and developing benefits programs that align with business goals and ensure compliance with regulations. • Oversees development of the HR Department’s annual budget ensuring resource requests align with both strategic and operational goals. • Leads the HR team by modeling professionalism, accountability, and service-oriented values, ensuring consistency and cohesion across departmental functions. • Performs other duties as assigned. KNOWLEDGE, SKILLS, & ABILITIES • Knowledge of Federal, State, and local employment laws • Demonstrates comprehensive knowledge of benefit administration, recruitment practices, personnel policies, employee relations strategies, disciplinary procedures, and programs including Unemployment, Workers’ Compensation, and FMLA, ensuring consistent and compliant application across the organization. • Skilled in verbal and written communication • Ability to assess the organizational culture and anticipate and respond to the needs of employees and leadership • Knowledge of conflict resolution and grievance processes • Strong interpersonal and coaching skills for working with directors and employees at all levels. • Ability to serve as a neutral and trusted party, maintaining confidentiality while balancing the needs of employees and the organization. • Strong skills in providing counsel to executive leadership, including the capacity to assess potential risks, evaluate organizational impact, and recommend appropriate courses of action on complex or high-profile employee matters. • Demonstrate strong leadership qualities, including impeccable integrity, unbiased judgement and an empathetic approach to employee and organizational needs. • Ability to maintain confidentiality while ensuring fair and consistent practices EDUCATION, CERTIFICATIONS, LICENSES & EXPERIENCE • Bachelor’s degree from an accredited college or university with eight (8) years of related Human Resources experience • Minimum of 3 years of management experience • PHR or SHRM-CP preferred but not required • Previous experience working within a municipality a plus. • Analytical and problem-solving skills to improve and maximize efficiency • Strong communication skills PHYSICAL DEMANDS This position is primarily sedentary, requiring an individual to sit at a desk for long periods of time, working on a computer. Must be able to lift up to 20 lbs.
