Overview Hiring Range: $96,428.80 - $123,052.80 Starting salary may be adjusted depending on experience. Qualifications Bachelor's Degree or higher in Criminal Justice, Business or Public Administration, Social Services, Science, Technology or a related field Two years or more of full-time experience as a Police Lieutenant or higher ranking position Current APOST Certification Possession of a valid driver's license and the ability to obtain and maintain a valid Alabama Driver's License and a City of Hoover Driver’s Permit Responsibilities Plans, prepares, and manages the Police Department's annual budget, including estimating necessary funds for additional staff, equipment, materials, and supplies; monitors and approves expenditures, and implements adjustments as necessary ; In coordination with the Police Chief, plans, develops, and directs the implementation of goals, objectives, policies, procedures, and standards for the Police Department; Serves as the liaison between the Police Department and other City departments, divisions, outside agencies, and the public; Provides administrative assistance to the Police Chief, including preparing and presenting staff reports and other related correspondence as required; Oversees the day to day operations of the Police Chief's Office; Oversees the Police Department Hiring and Background Investigation Unit, Crime Prevention/Neighborhood Watch Unit, EOD Unit, the internship and ride-along program, and coordinates internal promotional process in conjunction with Human Resources; Coordinates activities with others such as law enforcement agencies and business organizations which includes securing relevant information and implementing task-resolving decisions in order to facilitate the exchange of information and services between diverse groups; Represents the Police Department at City Council and other official meetings; Meets with the City of Hoover supervisory personnel from other division to coordinate activities; Communicates with other area police departments for handling a wide variety of enforcement problems; At the direction of the Chief of Police, plans and coordinates the proper assignment of personnel, appropriate allocation and management of resources to include recognizing resource limitations and enforcing City of Hoover policies in order to accomplish specific goals; Performs supervisory duties to include setting and enforcing performance standards, recognizing problem behavior, evaluating subordinate work performance, providing guidelines and monitoring subordinate performance in order to provide assistance, extend recognition, discipline and motivate or counsel employees as needed to provide directions and guidance toward the accomplishment of specified performance goals; Evaluates and communicates subordinates’ performance using performance counseling forms, sick leave and time sheets, case files and computers following the City of Hoover policies and procedures in order to provide feedback, improve employee performance, identify training needs and determine assignments to give to particular officers; Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Responds to citizens’ questions and comments in a courteous and timely manner; Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas; Performs other related duties as directed. Supplemental Information The Police Executive Officer classification was established in 2018 to assist the Police Chief with department-wide projects and issues of significant importance and complexity. The candidate selected to fill this role will serve at the pleasure of the Police Chief with the approval of the Mayor and will not have involuntary demotion appeal rights granted under the City of Hoover Personnel Policy and Procedure Manual, Section X, Grievance Procedures in the event the Police Chief elects to remove him or her from this assignment. All other provisions of the City of Hoover Personnel Policy and Procedure Manual, Section X, Grievance Procedures will remain applicable. In the event an employee is removed from this assignment, he or she will return to the last uniformed position held prior to the assignment, or a Police Officer position if the employee was not previously employed with the City of Hoover at the beginning of the assignment, at a rate of pay equivalent or equal to the rate of pay he or she would have achieved in their rank had they not accepted the assignment/position as Police Executive Officer.
