About the Human Resources Department Human Resources partners with all City departments to attract, develop, and support a talented, engaged workforce. The Learning & Development team supports employee growth through training programs, Citywide learning events, leadership development, required training tracking, and ongoing improvements to our learning systems and resources. Position overview The Learning & Development Specialist supports training and professional development programming for employees across the City. Working closely with the Learning & Development Analyst (and in partnership with the L&D Manager), this role helps maintain and administer the City’s LMS, supports instructional design and course management, coordinates training logistics and communications, and assists with tracking and reporting on required trainings and certifications. This role is not required to facilitate trainings, but facilitation skills are a plus. Over time, the Specialist is expected to work with increasing independence and take ownership of key processes and program logistics. What you’ll be doing Day-to-day work will include a mix of LMS support, training/event coordination, and tracking/reporting work. Examples include: LMS administration & course support • Help maintain and manage NEOGOV Learn, including day-to-day system administration tasks • Support course setup and course management, including uploading materials and maintaining accurate course information • Assist with basic troubleshooting and serve as a primary point of contact for LMS questions and support needs • Support improvements to online learning materials and help organize content for ease of use Training tracking, data, and reporting • Track required trainings, certifications, enrollments, and completions (including manual variables and exceptions) • Support course completion statistics and basic analysis in coordination with partners • Maintain accurate records and help improve tracking processes over time Program, event, and operational coordination • Coordinate training logistics such as rooms, setup, catering, scheduling, and communications • Support logistics for outside facilitators (example: language instructors), including scheduling and coordination • Serve as a purchasing/contracting liaison as needed (working with internal processes and partners) • Support Citywide programming and strategic plan learning initiatives in collaboration with the L&D team • Share responsibility for New Employee Orientation support with the Learning & Development Analyst Current & upcoming projects • Hillsboro U – multi-day employee learning event scheduled for March 2026 • Supervisor Series – ongoing support and coordination for leadership learning offerings • City LMS improvements – continuing assessment and enhancement of online learning materials • Strategic Plan initiatives – implementation planning and support for learning-related initiatives • New Employee Orientation – ongoing coordination and support • Expanding L&D partnerships – increased coordination and support for learning initiatives with HR partners What you’ll need to succeed We’re looking for someone who can bring structure to busy workstreams, build trust with partners, and keep the details moving—while staying focused on the “why” behind employee learning. Key strengths for this role include: • Strong administrative and coordination skills, especially tracking work tied to specific metrics (trainings, licensures, certifications, completions) • Familiarity with an LMS or similar system (you don’t need to know NEOGOV Learn specifically, but you should understand how LMS platforms function and have experience as a user and/or admin) • Initiative and follow-through, with the ability to work more independently over time • Clear, professional communication and the ability to build relationships across departments • An interest in learning principles and employee development, and the ability to advocate for the value of learning • Proficiency with Microsoft Office (Word, Excel, Outlook; Teams collaboration) • Familiarity with basic instructional design concepts (creating or adapting course content) Nice to have (not required): • Graphic design skills or experience creating communications materials • Spanish language proficiency (eligible for bilingual incentive pay—see below) Acceptable Experience and Training • Associate’s degree or higher; and • Two years of related experience supporting training, learning programs, instructional design/course development, event planning, or an equivalent combination of education and experience that demonstrates the ability to perform the essential duties of the role. Bilingual Incentive Pay Available Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
