The Operations Team is responsible operations and maintenance functions for the department including storm drainage maintenance, CCTV pipe video inspections, street inlet inspections, Storm Water emergency operations, and Storm Water fleet vehicles management. This position includes supervisory, technical, and administrative responsibilities directing the inspection, maintenance and repair of stormwater system within the right-of-way and storm drainage easements. This position is a key contact responsible for prioritizing and coordinating operation and maintenance activities with Charlotte Department of Transportation's Street Maintenance Division and Storm Water Services' Construction and Utilities Division. Salary Offering: $98,289.00 - $109,209.99/yr. Commensurate with Experience Major Duties and Responsibilities • Develops and leads Storm Water Services Operations. • Manages, supervises, and mentors the Operations Team. • Supervises the CCTV team lead, who manages the video and documentation of drainage pipe conditions using CCTV technologies and following NASSCO protocols. • Supervises the Operations Supervisor, who manages the Street Inlet Inspection Program and the Storm Water Fleet • Leads in-house operation activities, which include catch basin and pipe cleaning, vegetation removal, channel and ditch maintenance/stabilization, stormwater asset repairs, emergency response, street sweeping, and maintenance of stormwater control measures • Oversees Storm Water warehouse storage and storage lockers. • Leads Storm Water Services Emergency Operations and the Severe Storm Response Plan. • Manages service contracts for CCTV pipe video inspection, pipe cleaning, and other operational services. • Monitors and measures performance, develops standard operating procedures and written staff responsibilities, inspects field work, reviews work orders, and develops and implements improvement strategies. • Provides coaching, mentoring, guidance, and technical instruction to staff regarding processes, storm water operations, construction, and policy issues • Coordinates and builds upon relationships within City, County and State departments particularly Charlotte Water Operations, Charlotte Department of Transportation Street Maintenance Division, Solid Waste Services, and North Carolina Department of Transportation. • Serves as a leader and point of contact for the Strategic Planning and Operations Division. • Performs other duties as assigned. Knowledge, Skills & Abilities • High level of interpersonal, technical, collaboration, and leadership skills. • Supervisory and management skills. • Experience with, or the ability to learn, Cityworks asset management software. • Working knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals. • Knowledge of materials, methods, equipment, industry standards, and practices used to construct and maintain storm drainage systems. • Demonstrated leadership skills and the ability to apply conflict resolution techniques. • Ability to establish and maintain effective working relationships with other employees, departments, City officials and the public. • Excellent verbal and written communication skills with the ability to relate well with a wide variety of individuals. • Good problem-solving skills using logic and reasoning based on critical thinking with the ability to make decisions on a timely basis, identifying effective approaches for choosing a course of action and/or developing appropriate solutions within a team atmosphere. • Ability to plan, prioritize and organize work and complete assignments with minimal supervision. • Ability to work well with others in a team environment. • Proficient computer skills including experience with Microsoft Office Products and ArcGIS Pro. • A valid driver's license, a good driving record with the ability to obtain and maintain a City Driving Permit. Preferred Qualifications • Knowledge and experience in stormwater management, operations, and maintenance of stormwater infrastructure, problem solving, management, and supervision. • NASSCO PACP certification Minimum Qualifications • Bachelor's Degree and seven (7) years of relevant work experience or Master's Degree and five (5) years of experience, or equivalent combination of education, skills and experience to perform the essential functions of the position CONDITIONS OF EMPLOYMENT The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
