Charlotte Water is an enterprise department of the City of Charlotte and one of the largest public water and sewer service providers in the southeast with over 330,000 customer accounts and over 1100 employees. JOB SUMMARY: This position manages and directs personnel, technology, and process-related aspects of assigned programs. Work involves designing and implementing management programs; leading work sessions with stakeholders to authorize business processes; managing program budgets; maintaining relationships with regulatory agencies; managing business requirements and needs; and maintaining and replacing systems as needed. This position also evaluates the work of other business specialists; mentors assigned employees; creates plans, projects, and department goals; performs feasibility and economic studies; contributes to work teams; and administers contracts. ESSENTIAL JOB FUNCTIONS: Water Metering, Replacements, Upgrades, Data Management and Monitoring • Develops water meter replacement program based on existing meter data performance to ensure optimal billing accuracy and useful life. • Lead the development of business, financial, technical, and operational plans for the program and implement through completion and stabilization. Define program project plan, schedule, establish and communicate expectations to protect team and internal and external stakeholders. • Proactively monitors water meter system performance and system health to ensure efficient operation, optimal billing accuracy and data usefulness. Initiates appropriate action to remedy system malfunctions. • Continuously reviews data and reporting to determine best metering practices related to equipment type and placement. • Performs continuous system analysis of data from metering equipment, transmission network, meter data management system and customer billing system, monitors for abnormalities and take immediate action to remedy. • Monitors and manages the hourly, daily, monthly, and annual review to ensure system performance measures are met and in compliance. Documents resolutions and analysis trends and communicates to division head, recommends strategy to prevent future problems with the metering system and supporting infrastructure. • Manages the network of endpoints, including the firmware updates. Oversees endpoint encryption as necessary. • Manages the read performance data from the metering system, analyzes the data, provides direction for field activity for field meters, endpoints, leak detectors, auto-turn off/on equipment and related equipment. • Works directly with the personnel that oversees the water meter, register, and endpoint inventory and coordinates warranty repair and replacement. • Manages CIP funds including annual budget forecast and cashflow updates for Customer Service programs and projects. • Takes lead role in gathering information and transforming business needs into Request for Proposal requirements. • Develop and implement an operational risk plan for the program to analyze vulnerability, risks, and triggers. • Provide training and education to the program team, customer groups, stakeholders, and interest groups. • Participates in the planning, development, and implementation of training for field personnel. Develops and administers all metering equipment policies, guidelines, documentation, work instructions and training for personnel. • Participates in the development and documentation of business requirements, objectives and deliverable, and specifications in collaboration with other stakeholders. • Supports divisional ISO-9001 compliance and certification requirements, accountable for process integrity, acts in a proactive manner, identifies business system and process failures or inefficiencies – related to metering. • Continually remains updated on metering technologies, metering analytics, meter data management, automated/advanced meter reading systems, and related network infrastructure. • Performs other duties and tasks as required while maintaining a flexible work schedule. Leadership and Management • Manages two to four employees and leads cross-functional teams of employees focused on goals and initiatives that cross departmental boundaries. Also provides work direction and standards to contract and consulting personnel. • Leads project team comprised of internal and external customers, stakeholders and consultants. • Develops and updates long term strategy related to meter reading, related data management and access of information. MINIMUM REQUIREMENTS TO PERFORM WORK: • Bachelor’s degree in a general professional or technical field from an accredited school. • Five (5) years of related work experience. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: • Preferred: AWWA Meter Technician Certificates. • Must have a valid Driver’s License. • Must obtain and maintain a City Driver’s Permit. KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of financial management with annual budgeting and short-term/long-term forecasting • Skill in writing business requirements, functional requirements, resource needs, and technical requirements. • Skill in working with advanced mathematical operations methods and functions of real and complex variables. • Ability to provide leadership and vision in managing staff groups, vendor relations, and major projects and/or initiatives. • Ability to think strategically. • Ability to consider the business implications of applying technology to the current and future business environment • Ability to communicate technical expertise to all levels of technology and business users. • Ability to form and define system scope and objectives based upon business needs. • Ability to test and evaluate software to determine efficiency, reliability, and compatibility with existing systems. • Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. • Ability to apply fundamental concepts of theories; work with advanced mathematical operations methods and functions of real and complex variables. • Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. PHYSICAL DEMANDS: The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: manual dexterity, hearing, mental acuity, speaking, and talking.
