Overview Under the direction of the Deputy Director for Capital Construction, with supervision from Senior Staff and in collaboration with peers, lead the coordination and oversight of new and renovation construction projects for the BPDA, including commercial, industrial, institutional, maritime, and site development projects. Manage construction and engineering projects. Provide direction to designers and contractors. Approve payment requisitions. Typical projects include repair and replacement of seawalls, bulkheads, piers, and wharves; roadway infrastructure; and systems repairs and improvements for midrise buildings. Responsibilities The Capital Construction Project Manager will oversee the project through its lifecycle, which includes: Planning, Procurement, Permitting, Bidding & Construction Oversight. The general duties and responsibilities of the position are broken into 3 sections, including but not limited to the information listed below. CONSTRUCTION/ PROJECT MANAGEMENT: Review, approve or suggest revisions to plans, construction drawings, schematics, documents, construction cost estimates, etc. submitted by design consultants. Coordinate process through Preliminary Design, Design Development, and Final Bid/Working Drawings and Specifications. Conduct consultant meetings and conferences to identify and resolve issues. Ensure quality of final designs, ensure adherence to all applicable BPDA and regulatory requirements. Manage permit process, verify licenses, and other required regulatory approvals. Appear at public hearings before regulatory agencies to represent the property owner. Conduct pre-construction meetings regarding the contractor’s legal obligations; confirm the scope of work; review the terms and conditions of the contract. Collaborate with consultants to evaluate and select construction methods, materials, etc. Manage contractors during project execution. Monitor compliance with the Boston Jobs Policy in consultation with the Compliance Officer. Review, approve, or amend construction schedules, shop drawings, cost estimates, and other project plans. Confirm adherence to BPDA standards and timelines. Develop and recommend project milestones, and evaluate achievement as milestones occur. Inspect sites, troubleshoot operational and technical issues, and participate in problem-solving. Monitor progress against timetables, investigate and resolve delays. Ensure contractor adherence to all applicable city and state laws and BPDA requirements regarding building design and construction. Coordinate scheduling of outside testing agencies for quality control requirements. With consultant, conduct field inspections of work; report findings and recommendations for action to Deputy Director or designate. Lead weekly construction progress meetings. Review and recommend approval of invoices up to designated authority limits. Provide ongoing feedback on project status, contractor performance, and other relevant developments or issues. Collaborate with consultants to offer recommendations when necessary. Resolve logistical and operational issues. Collaborate to ensure efficient and uninterrupted progress toward project objectives. Compile, draft, and produce all required project documentation, including periodic progress reports, cost estimates, amendments, change orders, invoice approvals, contract documents, surveys, etc. Maintain project files, electronic and hard copy as required; distribute documents. With a consultant, conduct final project inspection. Evaluate the quality and completeness of work, ensure adherence to the terms and conditions of the contract, and design specifications. Ensure accurate and timely completion of all required documentation. Design and prepare graphics, signage, presentations, technical drawings, and drafting, and utilize CADD and specialized software. Prepare site and massing models. Maintain a photo and video log of work. PROCUREMENT: Lead the development of Requests for Proposals and Requests for Qualifications for engineering and design of selected construction projects. Develop and recommend specifications and scope of work. Develop and submit budget estimates. Coordinate and/or participate in the selection committee; interview, evaluate, and rate candidate firms. Verify designer qualifications. Coordinate public bid process for selected construction projects with experience in Chapter 149 and Chapter 30-39M. Collaborate with the Program Manager and Procurement Team to ensure that the bid process is in compliance with all applicable statutes. Prepare project general and special conditions from a standard template. Conduct pre-bid conferences with general contractors to discuss the project and answer bidder questions. Draft addendum to bid documents. With consultant’s assistance, recommend selection of contractor. Support the Program Manager to draft the final design contract and any amendments for procurement, legal staff, and Director signature. Review and approve or amend up to established authority limits changes to contract terms and conditions, and recommend amendments to the Deputy Director or designate. Maintain and update records of expenditures against budget; monitor and justify variances. Research and recommend action on cost overruns; draft change orders for review. Coordinate contract execution with the procurement team, including performance/payment bonds and required insurance. Perform other related duties and assist at special events as required Minimum Entrance Qualifications Work requires completion of a Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or equivalent, with a preference of 5 or more years of progressively responsible related experience in design and construction project management. Computer skills, including Microsoft Office and Google Suite, and working knowledge of other specialized software, are required. General knowledge of Public Bidding procedures, state laws regarding municipal construction, and current knowledge of construction methods and materials is required. Demonstrated oral and written communication skills are needed. Must have the ability to handle multiple projects simultaneously. BOSTON RESIDENCY REQUIRED.
