Bellevue is the fifth largest city in Washington and a major, growing employment center, with an estimated total population of 154,600 (2024) and 163,700 workers, 57,150 of whom are in downtown as of 2022. By 2035, the city is anticipating the population will grow to more than 160,000 residents, with an additional 70,000 workers by 2044 Retaining mobility for commute trips and other travel in the face of growth requires a comprehensive approach, including increasing efficiency of the existing roadway system. The City of Bellevue’s Transportation Demand Management (TDM) function implements programs to facilitate and encourage the use of transit, carpooling, vanpooling, walking, biking, and telework to reduce vehicle trips. We are seeking a Transportation Demand Management Program Manager to manage and implement the city’s core TDM programs. The position primarily involves overseeing a team that works with individual traveler audiences, businesses and building managers through outreach, assistance, encouragement, and incentives to increase the use of non-drive-alone transportation modes to, from and within Bellevue. The incumbent will be responsible for overseeing the implementation of the city’s 2024-2033 TDM Plan, which will include TDM program design and implementation. • Implement, and/or oversee implementation of, the city’s TDM programs for general audiences and businesses, conducting engagement and assistance activities to engender a shift among Bellevue travelers from driving alone to other modes. • Oversee implementation of the city’s 2024-2033 TDM Plan. • Work with TDM program staff and transit and other agency partners to design, or oversee the design of, TDM program activities to engage and incentivize individuals and business in Bellevue, to encourage, incentivize, assist with and facilitate the use of non-drive-alone modes. • Oversee maintenance of the city’s travel options brand, Choose Your Way Bellevue, through its website, mobile app, social media sites and other outlets. • Lead and conduct ongoing strategic TDM program design to remain aligned with city policies and current audience, workplace, transportation and land use conditions and characteristics as they evolve over time. • Manage consultant work to keep it on task with meeting project and program objectives and compliance with grant requirements. • Lead and/or oversee regular meetings of a collaboration team of city staff, the transportation management association and transit agency partners to guide Bellevue’s TDM program. • Establish and maintain work plans with specific projects and ongoing programmatic tasks; scopes for large program activities; and ongoing activities to keep on track with meeting program objectives. • Develop performance measurement plans and measure the impacts of TDM activities for grant and/or city TDM program reporting purposes. • Oversee the large-employer Commute Trip Reduction (CTR) program required by state law and city code, including oversight of worksite compliance with commute program development, surveying and reporting. • Participate in, or oversee participation in, regional and state forums and advocacy for the city’s TDM and CTR programs. • Manage and oversee program, project, and grant budgets, including identification of funding needs and sources to meet those needs. • When relevant, develop and execute grant applications, and grant and consultant agreements. • Oversee development and administration of TDM program assistance consultant contracts. • Make all purchases (printing of materials for distribution, event giveaways, campaign incentives etc.) necessary for implementation of individual and business non-drive-alone promotion TDM campaigns. • Provide quarterly program invoicing and evaluation report outs to program grant administrators. • Meet consistently with staff who report to position to stay abreast of their progress and conduct their regular performance evaluations. • Conduct other duties as needed and appropriate to maximize the reach and impact of the TDM program. Supervision Received and Exercised: • Works under general supervision of the Transportation Department’s Implementation Planning Manager. • Supervises program staff, program consultants, support staff, interns and volunteers. KNOWLEDGE, SKILLS and ABILITIES • Thorough knowledge of the principles and practices of public sector organization and program operations; knowledge of projects management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control; considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as departmental policies and procedures. • Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the program's goals. • Ability to effectively plan, assign, direct and evaluate the work of staff; ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors and other City staff; ability to communicate and express ideas effectively, both orally and in writing. • Ability to prepare informative financial reports and deliver persuasive, succinct presentations to senior management, elected officials and community groups as required. • Excellent written and verbal communication skills; ability to speak in front of a variety of audiences and present technical information in a non-technical manner. • Excellent interpersonal and teamworking skills. • Proficiency with the Microsoft word processing, spreadsheet, database and presentation programs utilized by the city. • Ability to plan, prioritize and organize workload to handle multiple projects simultaneously and meet required deadlines with minimal supervision. • Ability to prepare and consistently maintain accurate records. • Knowledge of governmental decision-making processes and of planning issues, concepts, and policies. • Strong customer relation skills. • Demonstrated project management skills. • Ability to present information to individuals and groups effectively and persuasively. • Ability to act in a tactful and diplomatic manner and work on sensitive issues with diverse groups. EDUCATION, EXPERIENCE, and OTHER REQUIREMENTS • Bachelor’s or master’s degree from an accredited college or university in planning, public administration, business or other related field. • Five or more years of progressively responsible related experience in program management, preferably in the public sector as well as supervisory experience. • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Flexible/Hybrid Working: A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
