Role Overview The Senior Reuse & Refill Manager will lead CAA’s implementation of reuse/refill programs in California to meet SB 54’s ambitious goals. They will engage with food service ware alliances, packaging alliances, regional agencies, local governments, reusable food service ware providers, reverse logistics suppliers, and others to develop strategic plans to achieve target outcomes. They will also serve as the California expert in working with CAA's Data & Analytics, Source Reduction and Technical Services team to define ongoing data submissions and required reporting as well as to continue harmonizing definitions, measurement and verification across states. Key Responsibilities * Lead, hire, train and manage an on-the-ground team of implementation specialists * Lead a geography X channel landscape assessment to identify opportunities and priorities in closed-loop / dine-in environments as well as open-loop / take-out environments. * Implement and execute a five-year roadmap to achieve reuse/refill targets, ensuring stakeholders are on track and that investments deliver appropriate return on investment. * Lead the creation, issuing and evaluation of RFIs and RFPs with local jurisdictions, reusable service providers and the like for converting to reusable food service ware in California, . Establish the requirements, rubrics, key performance indicators and ongoing data & reporting needs to measure and trend impact on reuse/refill and return on investment. * Administer the local funding/grant programs for conversion to reusable food service ware. Review and assess proposals. Calibrate the appropriate amount of funding to achieve proposed goals while incenting opportunities and innovations to accelerate. * Lead the overall Food Service Ware Committee to bring together public-private partnership ecosystems to deliver the conversion of food service ware from single use to reusable over a five-year period. * Assist CAA National Team in RFI and RFP processes to convert B2B and B2C packaging from single use to reusables. * Work with CAA's national team and the overall Packaging Committee to explore how to leverage the infrastructure built for food service ware for other reusable B2B and B2C packaging categories. * Establish and provide guidance for best practices to help regional agencies, reusable food service ware providers, and reverse logistics suppliers shift to reuse and refill packaging. * Performs other related duties as assigned. Skills & Competencies * Demonstrated leadership & team management experience * Experience leading or managing the implementation of infrastructure and programs for reusable food service ware or similar reuse/refill system * Experience solving for how to enable a reuse / refill business model to be self-sustaining over the long run * Partnership-building skills and experience to inspire collaboration in public-private partnerships and across supply chains and industry sectors. * Experience with local jurisdictions and reusable food ware ordinances preferred * Excellent interpersonal, influencing and customer service skills * Strong analytical and problem-solving skills, ability to thrive in ambiguity * Understanding of statutes, regulations, and public policy process. Qualifications * Bachelor’s degree in related field, which may include Business, Public Policy, Sustainability, Operations, Business Development or related field required or equivalent experience; Master’s degree preferred. * 7+ years of experience in recycling, reuse/refill, sustainability, waste management, operations or related field. * Reusable food service ware, reusable transport packaging, reusable / refillable packaging, food recovery or other experience with reverse logistics preferred. * State or local government experience preferred.
