Role Overview Reporting to the Manager of Service Provider Analytics, Data and Claims, the Recycling Systems Analyst - California will lead the setup and analysis of data for the California operations team. This role is part of the Data and Analytics team that is one of three pillars on the National Program Operations team, which also includes Policy & Regulatory Compliance and Materials Services, and will serve as a critical bridge between the California Team and Data & Analytics to bring together data from numerous sources to form the baseline for our improvements to the recycling system.  CAA is scaling the California Operations Team to be ready for the official program launch in January of 2027. CAA has collected a wide array of data through our Reimbursement and other projects. Initially this position will be tasked with gathering and vetting the baseline data, and then transitioning to managing and analyzing the data that comes in from Service Providers. The baseline data will include communities, facilities, tonnage, acceptance, haulers and other critical data to understand the current system. This role focuses and maintaining data governance policies, ensuring data integrity, and supporting strategic decision-making related to data gathering, validation and analysis. This role fosters innovation in measurement and reporting practices, helping shape data-driven strategies that enhance the efficiency and effectiveness of California’s materials management system. Key Responsibilities California Data Lead  * Lead consolidation of recycling data for California, including facilities, programs, material flows, etc., that have been gathered through different workstreams. * Support modeling team in cleansing and analyzing baseline data for incorporation into projections of future system performance. * Gather and validate background data for California including population density, environmental justice classification, and other data relevant to decision-making on funding applications. * Work with the IT and broader Service Provider Team to incorporate data and setup relationships in the Service Provider Portal. * Provide analysis and visualizations of opportunities to improve recycling, their potential impact, and estimated cost to support CAA reaching our aggressive recycling targets. * Performs other related duties as assigned.  Skills & Competencies * Experience with solid waste and recycling data, including community recovery, waste characterization, MRF inbound and outbound data, and others; * Familiarity with data validation, governance, and integration best practice; * Excellent analytical and problem-solving skills, with the ability to interpret complex data and identify actionable insights. * Ability to translate raw data into dashboards and reports for executives and regulators. * Ability to synthesize and visualize data through tools like Power BI  * Ability to leverage data science and analysis tools such as Python and Jupyter notebooks is preferred. * Experience with mapping software such as ArcGIS is an asset. * Experience with SQL is a plus. * Ability to work internally and with a broad range of interested parties to create structure where it currently does not exist. * Exceptional communication and interpersonal skills, with the ability to effectively collaborate with stakeholders inside and outside the organization. * Detail-oriented with a commitment to accuracy, preciseness, and compliance. * Ability to engage with teams across the organization, with direct or indirect reporting lines  * Excellent time management and organization skills, including working with remote employees across varied geographies and time zones. * Ability to work in a dynamic environment working at a rapid pace with flexibility. Qualifications * Degree in Business, Engineering, Scientific, IT, Marketing or related field preferred. * 3+ years of experience with solid waste and recycling data analysis. * 5+ years of experience with data analysis, databases and data visualization.
