Lead and coordinate recycling operations and program plan development, manage stakeholder relationships, ensure compliance, and oversee budgets and workflows to meet legislative deadlines.
Bachelor’s degree and at least 10 years of experience in recycling, sustainability, or related fields, with strong knowledge of CA MRFs operators and local jurisdictions preferred.
Role Overview Reporting to the California Executive Director, the California Director of Recycling Operations will proactively lead recycling operations and coordination activities in support of the development and implementation of the program plan, ensuring that workflows are managed to meet critical legislative deadlines. This role will require actively establishing and nurturing strong relationships with diverse stakeholders. Key Responsibilities • With oversight from ED, role will manage tasks and workflows to ensure deadlines are met for the program plan submission. Consults with stakeholders and compiles information to draft program plan. • Acts as a liaison with MRFs operators, local jurisdictions, haulers, project teams, and contractors in alignment with CAA and producer interests. • Partner and work closely with the ED and National Program Operations to develop CAA’s reimbursement mechanism and build strategic relationships with local jurisdictions and recycling system stakeholders, including haulers, MRFs, and compost facility operators. • Continuously identify and analyze stakeholder needs and positions, proactively addressing concerns and fostering support for CAA initiative and legislative requirements. • Actively collaborate with the National Program Operations group project managers/team to ensure timelines are on track to meet goals of the program. • Support the ED and leadership in the development of strategic growth initiatives. • Review, Analyze, and evaluate business procedures, ensuring harmonization between States and the National organization. • Outline the tasks involved in the program and delegate appropriately and implement policies and procedures that will improve day-to-day operations. • Plan, direct, implement, evaluate, monitor, and forecast budgets and costs in each work area to achieve financial objectives. • Conduct risk assessment, reporting identified risks to management, and providing recommendations for mitigation of risk. • Communicate and collaborate with project team and staff to coordinate training and information required to design, build, and maintain programs and systems. • Work with the appropriate resources to ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices. • Perform other related duties as assigned. Skills & Competencies • Extensive knowledge of recycling systems and their operations is expected • Leadership and team building skills, including proven ability to proactively build relationships and effectively engage with diverse stakeholder groups. • Exceptional verbal and written communication skills • Excellent interpersonal and customer service skills combined with advanced organizational skills and attention to detail. • Effective superior time management skills with a proven ability to meet deadlines • Strong analytical and problem-solving skills, and the ability to thrive in ambiguity. • Strong collaboration skills • Ability to prioritize tasks and delegate them when appropriate. • Thorough understanding of or the ability to quickly learn about the project or program being developed. • Proficient with Microsoft Office Suite or related software Qualifications • Bachelor’s degree in a related field, which may include Business, Sustainability, or related field REQUIRED. • At least ten (10) years of related experience in recycling, sustainability, or related field. • Experience working with CA MRFs operators, local jurisdiction, haulers, project teams, and contractors is strongly preferred.
