Overview Purpose Statement/Position Summary: The Sr. Program Manager (Government Affairs) is responsible for managing CHLA’s government relations engagement, including with elected officials, agencies, and administrative bodies, with emphasis on state, county, and local government entities. This position monitors legislative, regulatory, and administrative proposals at all levels of government, analyzes their potential impact on CHLA’s operations, providers, patients, and families, and assesses proposed policy positions for alignment with CHLA’s broader strategic objectives and policy agenda. The Program Manager, Sr. drives proactive engagement to advance CHLA’s priorities and ensures the organization’s mission and values are effectively represented in policy discussions. Given CHLA’s role as a major pediatric safety net provider, knowledge of California’s Medi-Cal program, including relevant policy issues, is critical to success in this position. The role requires close collaboration with internal stakeholders, coalition partners, and trade associations to strengthen CHLA’s presence across the governmental landscape. Minimum Qualifications/Work Experience • Required: • 6+ years of progressive experience in state, county, and/or local government relations, advocacy, public policy, or healthcare policy. • Familiarity with California and Los Angeles County’s political landscape and state and local processes. • Demonstrated ability to assess and communicate policy positions in the context of an organization’s strategic objectives. • Proven experience building relationships with elected officials, agency staff, community leaders, and coalition partners. • Experience participating in and influencing trade associations, alliances, and coalitions. • Strong analytical, communication, and project management skills. • Preferred: Knowledge related to California’s Medi-Cal program, including pediatric-specific policy considerations Education/Licensure/Certification • Required: Bachelor’s degree in Public Policy, Public Health, Healthcare Administration, Political Science, or related field. • Preferred: Master’s degree in a related filed. Pay Scale Information $88,962.00-$152,506.00 CHLA values the contribution each Team Member brings to our organization. Final determination of a successful candidate’s starting pay will vary based on a number of factors, including, but not limited to education and experience within the job or the industry. The pay scale listed for this position is generally for candidates that meet the specified qualifications and requirements listed on this specific job description. Additional pay may be determined for those candidates that exceed these specified qualifications and requirements.
