Role Overview Working within Chartis’ Data Platform & Infrastructure team, the Data Licensing & Operations Manager is a highly independent individual contributor responsible for the end-to-end operational management of Chartis’ third-party data portfolio. This role spans data procurement, contract and licensing administration, vendor relationship management, and the project management of data operations initiatives that underpin Chartis’ advisory and analytical work. You will own the full lifecycle of external data relationships – from sourcing and negotiating new data acquisitions to managing renewals, tracking usage against contractual terms, and ensuring adherence to reporting and compliance obligations. We’re looking for a detail-oriented, operationally driven professional who is comfortable working independently across legal, finance, and practice leadership stakeholders, and alongside our data and analytics experts. Responsibilities Partner with practice leaders and Chartis’ Strategic Intelligence and Technology team to evaluate new data needs, assess vendor options, determine financial implications, and translate business requirements into clear procurement specifications. Manage the end-to-end procurement lifecycle for third-party data assets, including vendor identification, overseeing competitive evaluations, contract negotiation, and onboarding of new data sources in partnership with data engineering. Serve as the primary point of contact for third-party data vendors, managing ongoing relationships, resolving issues, coordinating access and delivery, and conducting periodic performance reviews. Administer and maintain all third-party data licensing agreements, including tracking contract terms, permitted use rights, data field restrictions, and reporting obligations across the full vendor portfolio. Guide pricing strategy and cost allocation models for firmwide use of managed data and analytics assets. Identify opportunities to rationalize the data vendor portfolio, consolidating redundant sources, retiring underutilized contracts, and improving overall ROI on third-party data spend. Build and maintain a centralized data vendor inventory, documenting all active contracts, licensing terms, renewal dates, cost, and usage metrics in a format accessible to relevant stakeholders. Own the vendor renewal calendar, proactively managing renewal timelines, conducting usage and value assessments ahead of renewals, and leading renegotiations to optimize cost and contract terms. Track and enforce data usage compliance, monitoring actual usage against contractual allowances, maintaining audit-ready records, and ensuring adherence to vendor-imposed reporting requirements. Lead project management for data operations initiatives, including new data acquisitions, research projects, and internal data programs. Qualifications and Desired Skills Required 5–7 years of experience in vendor management, procurement, contract administration, or data operations roles, ideally within a professional services, consulting, or healthcare data environment. Bachelor’s degree in business, information management, healthcare administration, or a related field. Demonstrated experience negotiating and administering data licensing or software procurement agreements, including familiarity with contract terms such as permitted use, data field restrictions, sublicensing, and audit rights, especially with respect to syndication for use in product and AI model development. Strong project management skills. Able to independently manage multiple concurrent workstreams, track milestones, and communicate status to stakeholders without close supervision. Experience managing vendor relationships, including renewals, performance reviews, issue escalation, and ongoing relationship governance. Familiarity with healthcare data types and vendors (e.g., claims, clinical, benchmarking, market data) and an understanding of how data use rights and regulatory constraints (e.g., HIPAA, DUA terms) apply to third-party data in a healthcare context. Meticulous attention to detail with strong organizational skills. Able to maintain accurate records across a complex portfolio of contracts, timelines, and usage obligations. Strong written and verbal communication skills, with the ability to translate contract and licensing terms for non-legal audiences and negotiate effectively with external vendors. Exposure to healthcare consulting or professional services environments is strongly preferred. Enthusiasm for operational excellence, process improvement, and building scalable systems for managing complex data vendor portfolios. Salary range: $120,000 - $150,000, plus may be eligible for an annual discretionary bonus. The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including, but not limited to, skills, experience, training, licensure and certifications, practice area, and other business and organizational needs.
