The North Carolina Department of Health and Human Services (NCDHHS) is seeking an experienced Organizational Change Management (OCM) and Communications Leader to guide a large-scale transformation project impacting hundreds of stakeholders across multiple organizations. This role is critical in helping end users transition from legacy systems and processes to modernized technology and workflows. The successful candidate will be a thoughtful, empathetic, and strategic communicator—a hands-on leader who can foster collaboration, drive adoption, and manage resistance while delivering measurable change management results. Position Overview The OCM and Communications Leader will lead both organizational change management and stakeholder communication efforts for an upcoming modernization initiative within NCDHHS. The project will introduce major process and technology changes that require strong engagement and structured change management to ensure success. This leader will work closely with hundreds of stakeholders, guiding them through the adoption journey, while collaborating with a highly cross-functional project team. Key Responsibilities • Lead Change Management Strategy: Apply structured OCM methodologies and tools to develop and execute a change management plan, including stakeholder impact assessments and adoption strategies. • Drive Communication Initiatives: Create, manage, and deliver targeted communications across diverse audiences; craft presentations and messages that resonate with both leadership and frontline users. • Facilitate Stakeholder Advisory Forums: Lead a cross-functional stakeholder group to gather feedback, address concerns, and foster collaboration between end users and the project team. • Assess and Manage Change Impact: Conduct change readiness assessments, identify key stakeholders, and design mitigation strategies for resistance. • Support Training and UAT: Collaborate with training teams to ensure comprehensive user preparation and with testing teams to support user acceptance efforts. • Develop Core OCM Deliverables: Create actionable deliverables including Sponsor Plans, Communication Plans, People Manager Plans, Training Plans, and Resistance Management Plans. • Engage Leaders and Managers: Coach executives and supervisors to effectively support their teams through change. • Measure and Monitor Progress: Define success metrics, track adoption, and report on change management progress. • Coordinate Across Teams: Integrate OCM activities into the overall project plan and work closely with other specialists and stakeholders. Qualifications • 10+ years of professional experience, with a strong background in organizational change management and enterprise communications. • Demonstrated experience leading complex transformation initiatives with diverse stakeholder groups. • Experience developing and executing structured change management frameworks (e.g., Prosci ADKAR, Kotter, or similar models). • Proven ability to craft high-quality communication materials (advanced PowerPoint and writing skills required). • Strong project management, facilitation, and stakeholder engagement abilities. • Experience working with state or local government agencies—particularly social services, county departments, or financial management systems—is highly desirable. • Bachelor’s degree in Organizational Development, Communications, Business Administration, or a related field (Master’s preferred). • Change Management Certification (e.g., Prosci) strongly preferred.
