Lead Senior Systems Analyst – Job Description Overview The Lead Senior Systems Analyst will serve as a senior technical expert responsible for planning, analyzing, designing, and implementing complex information systems and enterprise-level IT infrastructure in support of Naval Surface Warfare Center Dahlgren Division (NSWCDD) operations. This position requires advanced analytical and technical expertise to ensure mission-critical systems operate securely, efficiently, and in compliance with DoD, NAVSEA, and federal cybersecurity standards. Key Duties and Responsibilities Lead system-level analysis, requirements definition, design, and integration of IT systems, networked environments, and information assurance controls. Assess existing system architecture and recommend modernized solutions for improved performance, scalability, and cybersecurity resilience. Develop and maintain system documentation, standard operating procedures, and configuration baselines in compliance with Navy and DoD regulations. Oversee classified and unclassified network operations including AD, DNS, DHCP, VPNs, and virtualized/cloud environments (PaaS, IaaS). Manage system performance, fault analysis, and troubleshooting across Windows, Unix/Linux, and hybrid infrastructures. Ensure all systems comply with DISA STIGs, DoD 8500-series guidance, and NIST SP 800-171 cybersecurity controls. Manage patch management, identity access management, and PKI/Certificate Authority services. Develop system architecture documentation, process workflows, and quality assurance reports. Serve as lead technical authority guiding system administrators, engineers, and analysts. Oversee onboarding, mentoring, and professional development of IT personnel, ensuring continuity of operations. Required Qualifications Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, or related technical discipline. Master’s degree preferred. Experience: Minimum of 10 years of progressively responsible experience in systems analysis, network engineering, or IT infrastructure support, with at least 5 years in a leadership role. Proven experience supporting DoD or federal environments with classified network operations. Certifications: • Must meet DoD 8570.01-M IA Workforce Improvement Program Level III certification requirements. Examples include: - CISSP (Certified Information Systems Security Professional) - CASP+ (CompTIA Advanced Security Practitioner) - CCNP Security (Cisco Certified Network Professional – Security) - CISM (Certified Information Security Manager) - GSLC (GIAC Security Leadership Certification) Cloud certifications such as AWS Certified Solutions Architect or Azure Administrator are preferred. Microsoft or Red Hat system certifications (MCSE, RHCE) are highly desired. Clearance: Minimum: Active DoD SECRET clearance. Preferred: Eligibility for TOP SECRET / SCI with Tier 5 (T5/T5R) investigation. Desired Skills Expertise in enterprise system integration, virtualization, and hybrid cloud management. Strong understanding of Navy and DoD IT architecture frameworks and cybersecurity directives. Proficiency in IT Service Management (ITSM), configuration management (CfM), and ServiceNow or equivalent tools. Excellent written and verbal communication skills for coordination with technical and non-technical stakeholders. Demonstrated ability to lead multidisciplinary teams and maintain performance under strict security and operational requirements. Work Environment • Primary work location: Government-furnished office space at NSWCDD Dahlgren, VA. • Occasional travel to Navy and DoD installations nationwide. • Work performed in classified and unclassified environments adhering to strict security and safety standards.
