JOB PURPOSE: The Recruiting Operations Manager is responsible for overseeing the full-cycle recruitment and onboarding functions across the organization. This role supervises recruiters and the onboarding specialists team, ensuring a seamless candidate and new hire experience. The Manager also carries an active requisition load, directly supporting hiring for key roles. In addition to recruiting operations, this role will lead initiatives to improve new hire processes and experiences, conduct job analyses and compensation studies, and support Human Resources with special projects focused on process improvements and operational efficiency. JOB RESPONSIBILITIES: Team Leadership & Oversight Supervise and mentor recruiters and the onboarding specialists team, providing coaching, training, and performance feedback. Ensure recruiting and onboarding practices align with organizational goals, workforce plans, and compliance requirements. Establish and monitor performance metrics (time-to-fill, quality of hire, onboarding experience, retention rates). Recruitment & Talent Acquisition Manage an active requisition load, recruiting for critical and specialized positions. Partner with hiring managers to define role requirements, create job postings, and design sourcing strategies. Oversee candidate pipeline development, ensuring diversity and quality of hire. Standardize interview, selection, and hiring processes to ensure fairness and efficiency. Onboarding & New Hire Experience Oversee onboarding programs to provide a positive, consistent, and engaging new hire experience. Identify and implement process improvements to enhance the effectiveness and efficiency of onboarding. Collaborate with cross-functional teams to strengthen new hire integration and retention. Oversee that the recruiting and onboarding teams collect and verify all required documents from new hires, maintaining complete personnel files in full compliance with PACE program regulations and organizational policies. HR Operations, Analysis & Special Projects Lead projects to enhance processes within recruiting, onboarding, and broader HR operations. Conduct job analyses and assist with compensation studies to support organizational equity and competitiveness. Partner with HR leadership on special projects aimed at improving efficiency, compliance, and employee experience. Ensure accurate HRIS/ATS data management and prepare regular reports for leadership. All other duties as needed. Schedule: 8:30 AM – 5:30 PM Weekly Hours: 40 QUALIFICATIONS: Education: Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience). Experience: Minimum of five (5+) years of progressive recruiting experience, with at least two (2+) years in a supervisory or lead capacity. Experience managing both recruiting and onboarding functions; exposure to compensation and job analysis preferred. Strong knowledge of full-cycle recruiting, talent pipelines, onboarding, and HR operations. Proficiency with applicant tracking systems (ATS), HRIS platforms, and data analysis tools. Excellent interpersonal, communication, and organizational skills. Demonstrated ability to manage multiple priorities and lead cross-functional projects. Physical Requirements Individuals must be able to sustain certain physical requirements essential to the job. This includes, but is not limited to: Standing – Duration of up to 6 hours a day. Sitting/Stationary Positions – Sedentary position in duration of up to 6-8 hours a day for consecutive hours/periods. Lifting/Push/Pull – Up to 50 pounds of equipment, baggage, supplies, and other items used in the scope of the job using OSHA guidelines, etc. Bending/Squatting – Have to be able to safely bend or squat to perform the essential functions under the scope of the job. Stairs/Steps/Walking/Climbing – Must be able to safely maneuver stairs, climb up/down, and walk to access work areas. Agility/Fine Motor Skills - Must demonstrate agility and fine motor skills to operate and activate equipment, devices, instruments, and tools to complete essential job functions (ie. typing, use of supplies, equipment, etc.) Sight/Visual Requirements – Must be able to visually read documentation, papers, orders, signs, etc., and type/write documentation, etc. with accuracy. Audio Hearing and Motor Skills (Language) Requirements – Must be able to listen attentively and document information from patients, community members, co-workers, clients, providers, etc., and intake information through audio processing with accuracy. In addition, they must be able to speak comfortably and clearly with language motor skills for customers to understand the individual. Cognitive Ability – Must be able to demonstrate good decision-making, reasonableness, cognitive ability, rational processing, and analysis to satisfy essential functions of the job.
