The Vice President of Software Engineering provides strategic and technical leadership for the development and support of software products. This role oversees engineering efforts and ensures alignment with organizational goals and user needs.
Candidates must have a Bachelor's degree in a related field and at least 10 years of progressive technical experience in software engineering. Leadership experience managing software development teams and a strong background in agile methods are also required.
The Vice President of Software Engineering reports to the SVP and Chief Engineer and provides strategic and technical leadership for the development, delivery, and support of CIS’s software products. This role oversees a portfolio of agile, mission-driven engineering efforts and ensures alignment with organizational goals, user needs, and evolving technologies. The VP of Software Engineering empowers high-performing teams, drives engineering excellence, and ensures that CIS products and services consistently deliver exceptional value, reliability, and impact. What You'll Do: Provide strategic and operational leadership to meet mission objectives, including talent recruitment, development, and mentorship Shape and communicate a cohesive product vision that integrates technical innovation, user needs, and organizational priorities Position CIS’s software teams for high levels of productivity and quality by adopting and integrating modern, agile software development methods and tools, including AI-assisted development tools Foster collaboration across CIS departments to ensure product relevance, value, and technical cohesion Build, lead, and sustain high-performing Software Engineering and User Experience teams Drive alignment between Software Engineering and other business units to ensure practical, effective software development policies and practices Deliver measurable results through strong KPI performance, budget discipline, and adherence to quality standards Ensure CIS products exceed user expectations in performance, functionality, and usability Proactively identify and manage program and product risks, ensuring timely mitigation Perform other strategic and operational duties as assigned What You'll Need: Bachelor’s degree in Software Engineering, Computer Engineering, Computer Science, or a related field* 10+ years of progressive technical experience in software engineering 7+ years of leadership experience, primarily managing software development teams Proven success leading software development organizations using agile methods Demonstrated experience establishing and enforcing software development policies that align with compliance standards (ISO 2700x, SOC 2, GDPR, etc.) Strong background in CI/CD implementation and UX management Experience in the acquisition of software products and services as well as integration of third-party software products Exceptional leadership, project management, and communication skills Demonstrated business acumen with experience developing and managing departmental budgets Ability to translate mission objectives into measurable engineering outcomes Strong organizational and prioritization skills, with attention to detail Must be authorized to work in the United States It's a Plus if You Have: Advanced degree in Computer Engineering, Software Engineering, Computer Science, Business, or a related discipline Experience implementing or operating knowledge graph technologies Proven success leading remote and distributed teams Familiarity with AI-assisted software engineering and related emerging technologies *Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
