Position Description Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location. The ERM Program Manager reports directly to the Vice President of Internal Audit and ERM (Vice President), with ultimate accountability to the Compliance and Risk Committee of the Board of Directors. The main accountability of the ERM Program Manager is to partner with designated risk owners across the organization to ensure risks that could adversely impact Capital’s achievement of its strategic plan are identified, analyzed, and reported on to senior leaders and the Board. The incumbent will ensure sound business processes are in place to facilitate the ongoing identification, assessment, and management of enterprise risks. The ERM Program Manager also collaborates closely with the Vice President to address mandated ERM reporting requirements to regulators and other governing bodies. In addition to the Vice President, other key stakeholders of this position include 20+ Director level and above members of the Enterprise Risk Management Oversight Committee (ERMOC) and the Executive Risk Committee (ERC) which comprises the Executive Leadership Team members. This is a high visibility position which plays a critical role in fostering a proactive risk culture and aligning risk management practices with strategic and regulatory objectives. Responsibilities and Qualifications Risk Universe and Assessments: Lead the ongoing monitoring and refinement of Capital’s risk universe and taxonomy and promote integration across the organization. Lead and sustain a unified, enterprise-wide risk assessment program through strategic outreach and active engagement with business units to ensure alignment, transparency, and accountability. Lead the annual risk assessment process which aggregates the views on current and emerging risks as held by Capital and Dominion senior leaders. Collaborate with Risk Owners and Subject Matter Experts to update existing risk analyses and identify emerging risks. Develop and maintain dashboards and metrics to track top risks. Lead the implementation of ERM technology in 2026 to optimize program execution, enhance data integrity, and support strategic decision-making; leverage the technology to maintain and communicate updates, ensuring accessibility and accuracy of risk-related materials. Engage with external parties, such as Gartner, the BCBSA ERM Group, and peer Blue Plan ERM Leads, to benchmark Capital’s ERM program and identify opportunities to further mature current practices. Regulatory Filings: Working closely with the Vice President, serve as Project Manager for Capital’s annual filing of its Own Risk and Solvency Assessment (ORSA) with the Pennsylvania Insurance Department (PID).This includes monitoring changes in reporting that may be issued by the National Association of Insurance Commissioners and the PID, developing timetables for members of the ORSA Project Team to deliver on their individual accountabilities, ensuring the ORSA report appropriately conveys the relevant risks which Capital is facing and their potential impact on Risk Based Capital, and the report is filed with the PID on time and in good form by October 1st of each year. Serve as Project Manager for Capital’s annual filing of its Form F with the PID by coordinating input by select functional areas, compiling the report, and ensuring it is filed with the PID on time and in good form by March 31st of each year. Governance Support: Lead the coordination and facilitation of quarterly ERMOC meetings by preparing meeting materials, developing agendas, and documenting minutes. Ensure timely distribution and alignment with organizational priorities and compliance standards. Assist the Vice President in leading and facilitating quarterly ERC meeting by participating in discussions, sharing perspectives, and following through on recommended changes to Capital’s risk assessments and prioritizations. Ensure dashboards and metrics relied on by ERMOC and ERC members are updated to reflect current risk status and trends. Assist the Vice President in the preparation of meeting materials for the Compliance and Risk Committee of the Board of Directors. Education & Training: Develop and deliver training programs on ERM practices to enhance organizational risk awareness. Skills: Ability to plan and conduct individual and group discussions with vice presidents and senior vice presidents with gravitas. Strong interpersonal skills and the ability to influence without authority when engaging with risk owners across the business. Excellent oral and written communication and presentation skills. Acts with urgency and accountability for completion of assigned deliverables. Self-management to work autonomously. Demonstrates forward thinking in considering emerging strategic, regulatory, environmental, operational, IT, and financial risks. Proficiency in planning and leading projects. Experience in implementing technology tools. Embraces technology to drive efficiencies and tracking of risk analyses and scoring results. Effective analytical and problem-solving capabilities. Advanced user of Microsoft Office Products. Knowledge: Effective knowledge of the health insurance industry and/or Capital operations. Internal and external drivers of risk to an organization. Risk management practices. Experience: Bachelor’s degree in accounting, compliance, business, information systems or technical field and 8 years risk management, advisory, or auditing. 5 years' experience in leading projects. Experience in facilitating and conducting operational/strategic/financial/IT risk assessments. Education and Certifications: Licenses or professional achievements in areas such as: Risk Management, Project Management, Public Accounting, Internal Auditing, Health Care Compliance, and IT Security, among others Work Environment: Full remote OR hybrid environment in accordance with Capital corporate policy and technical requirements. If remote, may be required to come onsite for occasional in person meetings. Physical Demands: While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see. The employee must be able to work over 40 hours per week. The employee must occasionally lift and/or move up to five pounds. Work requires visual acuity to perform close inspection of written and computer-generated documents as well as PC monitor.
