Under general direction of Cal OES Situation Cell (Sit Cell) Management, and with minimal supervision, the Senior Emergency Services Coordinator (SESC) will have full responsibility for a wide range of duties and programs within the Situation Cell. Provides situational awareness, analysis, and identifies emerging and near-term threats. Analyzing potential impacts, the SESC prepares, and disseminates various situational awareness products. Based on situation analysis, the incumbent formulates possible courses of action and provides recommendations to Sit Cell Management and Response Leadership. Provides situational awareness and analysis of all risk incidents/events such as but not limited to: incidents with potential health impacts, extreme fire weather, extreme heat or freezing weather, potential Public Safety Power Shutdown (PSPS)/ power outages, derailments, hazardous materials incidents, earthquakes and tsunamis. Performs the most complex, difficult, and sensitive emergency planning/management work above the journey level involving coordination work supporting the Cal OES Response Directorate and the State Operations Center. Consults and assists in the development of statewide emergency management plans and other products related to emergency response operations in the state. Provides a high level of confidential support dealing with a variety of highly sensitive departmental issues and special executive level projects. Demonstrates strong interpersonal skills, ability to analyze situations and provide alternate solutions, and the ability to provide communication and negotiation between private and government agencies. The Response Operations leads the State’s incident response efforts and maintains emergency management situational awareness during an incident. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs. The Cal OES Response Operations addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination. The Response Operations reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS). In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
