About the Opportunity: The California State Warning Center (CSWC) is comprised of two programs: Warning Center Operations and the Alert and Warning Program. Warning Center Operations is responsible for incident detection and notification to local, state, and federal levels of government related to emerging, on-going, or potential disasters. The CSWC is also responsible for 24-hour situational awareness and threat analysis of events, providing recommendations of courses of action to Cal OES leadership in accordance with current policies and plans, playing a critical role in supporting executive communications, and ensuring continuity for the Governor’s Office, Cabinet, Cal OES operations, and the broader state government. The Alert and Warning Program is responsible for maintaining a strategic vantage point to monitor all state-wide alert and warning activities, the coordination of alerting across government levels, and delivery of life-safety alerts. The program is responsible to provide alert and warning policy leadership, comprehensive guidance, and support to ensure the effective operation of the state alerting and warning system, in an evolving and expanding field. The PM II has overall responsibility for CSWC Operations, to include Executive Duty Officer plans and protocols, and the Alert & Warning Program, serving as the principal advisor to Cal OES Executives on matters related to alert and warning, and is responsible for policies, procedures, and functions of the CSWC staff functions and systems. The PM II is responsible for planning, organizing, and managing all operations of the CSWC. Due to the sensitive and high-stakes nature of the Warning Center, it operates with a heightened level of urgency and responsibility beyond that of a typical Emergency Operations Center (EOC); the Warning Center must maintain a constant state of readiness. This includes system readiness, continuity of operation policy and procedures, the training and professional development of subordinate employees, program design, budgeting, and structure of the CSWC. The PM II establishes cooperative working relationships with stakeholders of all levels, both within and outside of Cal OES. The PM II oversees all facets of the daily operations of the CSWC, ensuring compliance with all relevant laws, regulations, policies, and operating agreements. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs. The Response Directorate addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination. The Response Directorate reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS). In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
