Job Summary Under the supervision of the Information Officer II, this position performs a variety of cofidential, technical, analytical, and communications support tasks pertaining to the Crisis Communication and Public Affairs Team. The incumbent may also be required to perform other duties such as monthly Fi$cal statement reconcilliation, answering and/or researching basic questions from office staff and some public inquiries, communicating and coordinating with internal staff, leadership and partners, and other duties as assigned. Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Governmental Program Analyst (AGPA) to Analyst II and Staff Services Analyst to Analyst I. The probationary period will be 12 months for all new appointments with a start date after this change is implemented. This update affects the job title, your application will still be valid, and you may be hired under the new Analyst II/Analyst I title after January 1, 2026. Crisis Communication and Public Affairs takes the lead on Cal OES’ public information campaigns and media relations. The department oversees communication strategy and tactics, consistently delivering messages that motivate people to prepare for, respond to and recover from disasters. We respond to media inquiries, create social media videos and posts, write talking points, scripts, and other written materials. Members of the unit staff speakers at community meetings, assist with event preparation and related public activities. In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites. Possesses strong interpersonal skills and emotional intelligence and displays vision and problem solving skills. • Experience working with problem solving on large and small projects. Ability to foster teamwork and provide direction in a clear and concise manner. Experience with presentations or communicating a message. Experience with video cameras and editing, social media posting, and possesses strong writing skills. Exceptional personal communication skills while speaking, creativity, innovation, curation of content amnd marketing. Strategic thinking towards a goal; articulate experience in a clear concise manner with clear examples of how their experience is pertinent; other competencies not listed here. • Superior organizational skills in order to help facilitate a smooth running PIO/Communications team and assist with administrative duties. Works well under pressure and with deadlines. Mission oriented and focused on completion of tasks correctly and in a timely manner.
